Barnaby would have to better understand the reference to 'arrangements for capacity-building and technology transfer' since many of the assets are designed, developed, built, owned, operated, and maintained by Barnaby & Stakeholders; e.g. turn-key capacity build which includes managed technology for asset optimization via a proprietary controller.
Barnaby has internal corporate governance and compliance controls. Externally Barnaby follows Local, State, and Federal rules & regulations and guidelines.
