ADRA Samoa is currently implementing provided program. CDCRM is expected to be continued and implemented by other Samoan NGOs.The program will aim to encourage villages to take responsibility for their own protection in the face of the ever-present threat of disasters. Its main activities include:(1) Facilitating a community-driven process to identify the hazards and risks villages are exposed to and to identify and implement actions to mitigate these risks and lessen the impacts of future events. (2) Organising villages into disaster committees and response teams, ensuring teams are trained and prepared for collective action; (3) Organising a community profiling process to generate sufficient and accurate information; arranging necessary technical support to village committees; and (4) Targeting the most vulnerable based on gender, age, disabilities, socio-economic status, and ensuring their needs and capacities are integrated into the village planning process.     Capacity

    The extensive outreach needed for delivering DCRM services to the entire 361 villages in Samoa will demand contribution from a range of different DCRM stakeholders. The National Disaster Management Office will be partnering with various agencies, each of which will be responsible for rolling out the program within a set number of villages (starting from the most vulnerable) adopting one standardised approach. The villages identified in the action will contribute to the work of other organisations to the DCRM such as the Red Cross and CSSP.The National database will be hosted within the DMO at the National Emergency Operation Centre (NEOC); it is currently running an Information Management System. The NEOC has the mandatory requirement to collect all DRM-related data. In relation to the CDCRM Programme, NEOC will update and maintain a database of standardised village information gathered by partners in the delivery of the toolkit modules. Household Survey Teams previously trained by Red Cross will go into the village with the mobile team when deployed to villages. They will take a household survey team to collect village data and information on templates provided in the toolkit. Information and data collected from the village will be inserted in spreadsheets and forwarded regularly to the NEOC.With the centralisation of village baseline and disaster information, the intention is that government, development partners, civil society, the public sector and researchers will be able to access data for analysis and research purposes and in time, provide much-needed base information towards informing relevant government policies.
