Description
"Citizen's Plan" is a document issued annually by the Ministry of Planning and Economic Development that includes detailed information on the features of the country's sustainable development plan, the most important economic and social indicators for each governorate, public investments directed to each governorate and its sectoral distribution, and the most prominent projects being implemented in each sector.
The "Citizen's Plan" achieves several goals, including:
- Improving the efficiency of public spending.
- Activating community participation, transparency, and accountability, since it is the fundamental guarantee for achieving sustainable development goals and balanced regional development.
- Involving citizens in all stages of the development process, especially the follow-up of the projects being implemented in each governorate/city/village, in addition to spreading awareness among citizens of the development plans and programs adopted by the government.
- Spreading the culture of "programs and performance" among citizens.
Methodology:
- Assembling and monitoring the performance indicators that indicate the status of development in each of the national governorates.
- Analyzing, gathering, and organizing data related to investment projects directed to each governorate and each sector.
- Communicating with the relevant governorates and ministries in order to gather and verify information.
- Posting the citizen's plan on the Ministry of Planning's website and send it to the governorates for posting on their official websites.
- Highlighting the fairness of allocating public investments to all governorates according to a financing formula that focuses mainly to address the development disparities between governorates.
- Emphasizing the fact that the citizens are an important part of the development process, providing them with detailed data on development plans, and contributing significantly to activating community follow-up.
- Raising public awareness of the annual sustainable development plans' priorities and directions, as well as their role in achieving the "Sustainable Development Strategy: Egypt's Vision 2030."
- Highlighting the plan's role in improving citizens' living conditions in each governorate.
