Description
The Caribbean Cooperative MRV Hub is a regional institution and country-driven partnership that enables countries to cooperate on technical challenges underlying climate change mitigation.
This mission is achieved through five core objectives:
o As a permanent institution ensure expertise is sustained within the region
o Continually assess member country needs and priorities to identify synergies in producing cooperative work efficiently and effectively
o Grow the human capacity of Caribbean technical MRV and mitigation experts
o Conduct working sessions and share transparent and complete GHG data and documentation
o Develop and disseminate regionally-specific tools and guidance and promote use by countries
The MRV hub is an initiative led by its member states, putting particular emphasis on regional experts to take the lead. Member countries select the technical work they wish to conduct through the MRV Hub. Distinct mechanisms are in place to ensure country ownership is programmed into the structure of the MRV Hub. These mechanisms include Memoranda of Understanding, a steering committee, voluntary participation in capacity-building activities, country-designated focal points, and an all-country annual meeting. These mechanisms allow countries to guide the direction of the MRV Hub, ensure the nationally-appropriate participation of experts, and guarantee that Hub outputs truly address country needs.
Capacity building through workshops and hosts-paid internships and fellowships for Caribbean country practitioners. To achieve its mission, activities of the MRV Hub include multi-country working sessions, bilateral mentoring trips, training sessions, research fellows and interns, tool and guidance development, and developing and strengthening data management systems. The MRV Hub is a country-driven technical assistance institution. Member countries select the technical work they wish to conduct through the MRV Hub. Distinct mechanisms are in place to ensure country ownership is programmed into the structure of the MRV Hub. These mechanisms include Memoranda of Understanding, a steering committee, voluntary participation in capacity-building activities, country-designated focal points, and an all-country annual meeting. These mechanisms allow countries to guide the direction of the MRV Hub, ensure the nationally-appropriate participation of experts, and guarantee that Hub outputs truly address country needs.
The data allows for SIDS to ensure compliance with nationally determined contributions (NDCs). For UNFCCC reporting, MRV for greenhouse gases (GHGs) is the most advanced. This information is reported in national GHG emission and removal inventories. As the Paris Agreement elaborates, there are also enhanced transparency requirements for mitigation actions, adaptation, and support. The generated data on GHGs is also made publicly available via the website. The MRV Hub therefore fosters regional technical excellence and helps generate stronger policy-relevant carbon accounting.
The project is accompanied by annual meetings and monitorable through annual meeting reports. These meetings also serve as an opportunity to hear priorities and to garner feedback and cooperative engagement with MRV Hub member country representatives. The report accordingly summarizes feedback received and includes presentations from member states.
