Aligning Impact Assessment with Sustainable Development Perspective until 2025

    Four years after its adoption, the implementation of the 2030 Agenda still remains a challenge for many states. According to the latest UN SDNS ranking (https://www.sdgindex.org/reports/sustainable-development-report-2019/), the Czech Republic is at the top of the list. However, the implementation of the 2030 Agenda as a long-term process requires focus on strategic planning processes that entail policy coherence and impact assessment. The Government of the Czech Republic is fully aware of the need to assess public policies in an integrated manner while taking into account of sustainable development principles and targets.
    Expected Impact

    The initiative is divided into 2 steps:<br />
    1) Evaluation of existing impact assessment mechanisms from the sustainable development perspective; this would include the identification of overlaps resulting from different impact assessments and specific recommendation for a strengthened integration approach and its pilotage on chosen public policies <br />
    2) Creation of guidelines on policy coherence for sustainable development in the context of Czech public administration and workshops for state officers

    Governed

    The initiative will be implemented by the Ministry of the Environment of the Czech Republic as the main responsible authority for the sustainable development agenda in the Czech Republic. As a tool for improving public administration skills, the initiative requires strengthening partnerships among ministries and a common interest in reducing the so-called “silo mentality”. Close cooperation is expected with the Ministry of Regional Development responsible for strategic planning and EU funds as well as the Office of the Government as the principal authority in the field of RIA as the most important impact assessment mechanism. Also, the Government Council on Sustainable Development representing all ministries and wide range of stakeholders (i. e. the Parliament, National Statistic Office, trade unions, businesses, municipalities, academia, NGOs) will be involved during the preparation of the proposal and its pilot stage.
