Description
The objective of the partnership is to develop reliable tool to assess 4C skills and the ways hot to improve their development during the teaching\learning activities. It is aimed at aimed at accelerating of the achievement of the SDG 4th and SDG 17th.
The core of project is a research and development of the tool to assess 2 of the 4Cs skills. The project also includes cross-country capacity building events. Researchers of the FSETD develop and offer theoretical framework for the tool and methodologies for its application. Participating countries then give their feedbacks to the theoretical framework and together in discussion work on its improvements and adaptation for the national educational context. Every participating country forms “country team” that is responsible for the localization of the developed methodologies, data collection, data analysis and project results dissemination. Localized methodologies applied at schools to undergo quality reviews and check of the reliability after which it goes back to the discussion table.
Project provides opportunities for training and improvement. Specialists working in the project include people with different levels of experience and expertise. One of the main assets of the project is an opportunity for knowledge sharing, acquiring new skills in research and assessment conducting. Project also include traditional approaches to capacity building such as: distant training in educational assessment and “learning by doing” (gaining actual work experience under the supervision of the more experience colleague). This a great opportunity for knowledge sharing and mastering some skills in research, data collection and data analysis. Methodology for 4C assessment is localized in every country taking into account educational factors and to avoid “one doesn’t fit all” situation. All methodologies that were provided to the countries during the project are available for access for the interested academia, public and policymakers.
It is necessary to introduce new effective instruments to measure learning outcomes for low-income countries to keep them on track with implementation of the SDG agenda and SDG 4th in particular. Since some countries do not have assessment methodologies, practical knowledge in conjunction with provided innovative instruments allow to perform an effective assessment of the quality of education in these countries. This project is governed by the group of experts from Kyrgyzstan, Russia and Armenia. They represent partner organizations of the project. Two more countries will be joining the project in 2023. Each country also has a country team that implements project at the national level. Team leaders form a steering committee for the project. These teams include researchers and specialists of the relevant organizations that involved in education quality assessment at national level. The scientifical supervision is conducted by the world leading experts in their field. They review developed methodologies and procedures for localizations as well as ongoing psychometric research. Meetings of the steering committee take place both online and offline. Funding for the project is provided by the Center for International Cooperation in Education Development.
The project was launched in October 2021 and will run until December 2024. The midterm evaluation of the project will be conducted in the January 2023. The key performance indicators will include number of the specialist received training, number of localized versions of the tool, tested students, and conducted research.
