In 2019, Singapore further enhanced the Maritime Singapore Green Initiative (MSGI) programmes to pivot towards decarbonisation and extended the MSGI to 31 December 2024. As part of the review, carbon emissions-related incentives replaced existing sulphur emissions-related incentives in the Green Ship Programme (GSP) and Green Port Programme (GPP).
In May 2022, Singapore further reviewed the Green Ship Programme (GSP) and Green Port Programme (GPP) under the MSGI to enhance their incentives, taking into account the IMO’s Phase 3 Energy Efficiency Design Index (EEDI) requirements which came into effect from 1 April 2022.

Actions
MSGI comprises four programmes. The key principle of the GSP is to reward ship owners who voluntarily adopt solutions that enable Singapore-flagged ships to exceed environmental regulatory standards mandated by the IMO and/or use low- or zero-carbon fuelled engines. Ships that qualify will enjoy up to 100% reduction of their Initial Registration Fees and 100% rebate on their Annual Tonnage Tax. The GPP encourages ocean-going vessels calling in the Port of Singapore to adopt solutions to reduce the emission of pollutants. Vessels that qualify could enjoy up to 30% concessions in port dues and additional 10% concessions by tapping on services provided by low- or zero-carbon fuelled harbour craft during their port stay. For the Green Awareness Programme (GAP), workshops were conducted for maritime companies to adopt sustainability reporting under the Sustainability Reporting Co-Funding Scheme. The Green Energy and Technology Programme (GETP) aims to encourage Singapore-based maritime companies to develop/conduct pilot trials for green technologies that can help vessels meet IMO 2030 targets. Ocean-going vessels registered under the Singapore Registry of Ships (SRS) and harbour crafts licensed to operate within the Port of Singapore are eligible to apply.
