To further Singapore’s efforts to become a Zero Waste Nation, Singapore launched its inaugural Zero Waste Masterplan in 2019. The Masterplan maps out Singapore’s key strategies to build a sustainable, resource-efficient and climate-resilient nation. This includes adopting circular economy approaches to waste and resource management practices, and shifting towards more sustainable production and consumption. Under the Resource Sustainability Act (RSA), Singapore is introducing a Mandatory Packaging Reporting (MPR) framework, from 2021. The MPR aims to increase companies’; awareness on the potential for waste reduction within their business operations, and to spur them to take action to reduce the amount of packaging used and packaging waste disposed of. The MPR will also lay the foundation for an Extended Producer Responsibility (EPR) framework for managing packaging waste, including plastics. The first phase of the EPR framework will be implemented by 2022 in the form of a Deposit Refund Scheme (DRS) for beverage containers. The aim of this initiative is to incentivise upstream reductions in packaging, which would result in fewer resources being used in production and reduce waste generation.The RSA also provides legislative effect to the EPR for e-waste, and a Producer Responsibility Scheme will be implemented from 1 July 2021.Challenges faced in implementation
