Within the federal administration, changes were made in the personnel of the governmental instances, which generated uncertainty in the fishermen and in the ocs, about the position that the government would take vis--vis the sector, as well as who would be in charge. Therefore, there were absences in the follow-up of the follow-up meetings of the improvements proposed in FIPs.We identify the need to promote investment in human capital through training on criteria and standards of fishery sustainability, and involve more fisheries technicians in transmitting and applying this knowledge in the country.
