Progress report for
PIEMA
Achievement at a glance
Over the period 2014 - 2017, PIEMA has grown to become a reference point for emergency management information and capability development information for the region. Through PIEMA, PICs have received resources (vehicles & equipment) to support the strengthening of capability for Fire Services, Police and NDMOs. PIEMA is guided by the FRDP and its own Strategic Agenda 2020 (endorsed in 2016) whilst at national level, PIEMA is guided by the National Strategic Roadmap for Emergency Management (SREM) which details national actions to strengthen emergency management in alignment to relevant components of the NSDP, NAP/ JNAP, NDRM Plans and other allied national documents. Niue has completed a SREM (2015) and progress is being made in Samoa, Cook Islands, Kiribati and Vanuatu. Training has also been provided to several PICs with focus being on common incident management systems, EOC functions and operations as well as specialist training such as Fire Investigation, etc. Over the period, Twinning Arrangements (MOU) have been updated (Fiji, Samoa, PNG) as well as new ones signed (Kiribati, RMI, Vanuatu).
A detailed list is available of interventions by country"

Challenges faced in implementation
"As PIEMA is an Alliance of the NDMO, Police, Fire and Emergency Services, it is a challenge to get buy in from all 3 sectors as there is also the need for Political will/ buy in to ensure engagements are sustainable and result in the needed effect.
There is a need to improve the visibility of PIEMA from within the Alliance to more broadly across donor agencies and the political aspect."
