The overall objective of the ninth session of the Forum was to conduct a regional follow-up and review of progress made, facilitate peer learning and advance transformative solutions and action to accelerate implementation of the Sustainable Development Goals and the aspirations, goals and targets of Agenda 2063. The 9th session of the ARFSD: (a) achieved consensus on the urgent priorities for action at the subnational, national, regional and global levels to advance inclusive and green recovery from multiple crises and to accelerate implementation of the two agendas 2030 and 2063; (b) equiped ECA member States, civil society, the private sector, academic institutions and development partners with the knowledge, skills and tools necessary to act upon and widen the reach of the Forum’s outcomes; (c) enhanced commitment and momentum and to expand partnerships to advance recovery from multiple crises and to accelerate the implementation of the 2030 Agenda and Agenda 2063. |

The 2023 annual CCDA conference was convened as the technical segment of the Africa Climate Summit (ACS) under the theme of the ACS “African Solidarity for Global Climate Action”. The conference is a forum traditionally convened in partnership with a host African country, ahead of the UNFCCC Conference of Parties to the UNFCCC (COP) with multiple objectives including convening African stakeholder groups on climate change, discussing key climate change and development opportunities and challenges on the continent, and eliciting evidence-based and analytically grounded contributions to the African common position at the COP. |

The Macroeconomics and Governance Division convened development planners from, Guinea-Bissau, Comoros, South Africa, Morocco, Ghana, Uganda, Malawi and Chad to discuss measures to improve the effectiveness of development planning in promoting the achievement of the SDGs and Africa’s Agenda 2063. The measures focused the use of digital platforms to: strengthen alignment of national development plans to the SDGs and Agenda 2063; align budgets to the SDGs and national development plans and; to track progress of SDG-aligned national development plans. The digital platform in question is ECA Integrated Planning and Reporting Tool (IPRT). The IPRT facilitates alignment of national development plans to all SDGs. |

ECA Offices for Central and Eastern Africa jointly organized the second session the ICSOE, with participation from member States, Regional Economic Communities, private sector, researchers, civil society, technical and financial partners. Discussions included key issues and challenges related to socio-economic development in Central and Eastern Africa under the theme “Establishing Central and Eastern Africa as Quality Product Origins and Preferred Investment Destinations to Accelerate Industrialization and Economic Diversification, and Strengthen Food Security”. The ICSOE served as a platform for knowledge exchange and solutions to the identified challenges. It underscored the need to address hunger, boost food trade and enhance African Continental Free Trade Agreement (AfCFTA) implementation, and invest in quality, norms and standards. The forum appreciated the need to ensure food security and quality food trade through the AfCFTA, while supporting development of the agricultural value chains, particularly for women and youth. Partnerships with national and regional centres were strengthened. |

The session was organized on the theme “Investing in Energy Transition, Food security and Regional Value Chains for Sustainable development in North and West Africa subregions”. Among others, the session reviewed the 2023 report on Sustainable Development Goals in West Africa bringing to bear the outcome of the 2023 SDGs Summit and the world leaders’ commitments to scale up investments to accelerate SDGs. The report findings suggest that West African countries are making progress in many of the SDGs but much still needs to be done to reach the targets. Setting up inter-governmental commissions to monitor and evaluate the SDGs was encouraged to ensure that the member States are on track to implement the sustainable development goals. Yet, ensuring SDGs are mainstreaming in national development plan and policies as well as public investments was pointed out as a critical policy action

Digital Public Infrastructure (Scaling inclusive and open digital ecosystems for the SDGs): Digitalization of national planning systems through the Integrated Planning and Reporting Toolkit (IPRT).
ECA has worked with the Centre for Transport and Logistics of the Sapienza University of Rome to implement a pilot project on the LAPSSET Corridor (Lamu Port – South Sudan - Ethiopia Transport Corridor) aiming at using satellite imagery and Artificial Intelligence to monitor critical links of road corridors. The project resulted in the development of a methodology that uses a combination of satellite images and artificial intelligence to assess the condition of regional transport corridors. The project aiming ultimately at improving the efficiency of road infrastructures.
The objective of second ongoing phase is to use satellite images and artificial intelligence to assess the condition of roads identified as critical to optimizing the benefits of the African Continental Free Trade Area. In the frame of the project, ECA is building its own capacity and that of its member States to assess regional transport corridors using satellite images and artificial intelligence. As such, ECA organized a capacity building workshop on the 13th November 2023 in Addis Ababa, Ethiopia, for the concerned Corridor Management institutions, their member States, the International Union of Railway and the University of Sapienza, to discuss the tool under development, improve the latter and share experience on the use of various advanced digital tools for road asset management.
While the first phase of the project consisted in a scoping process with the definition of an assessment system based on GIS and artificial intelligence, the secund phase consists in the development of an accessible GIS/AI tool for corridor management institutions and its effective use on selected corridors. Supported corridors includes Northern Corridor, Central Corridor and LAPSSET.

Energy Compacts (Scaling up ambition to deliver on SDG7)
A high-level political forum was organized on March 28, 2023. The meeting attracted senior public sector officials (Minister, deputy Minister, First Secretary and other high-level portfolios from energy institutions), key partners, experts and high-level private sector players (CEOs and other high-level representation) from companies such as Enel Green Power, Schneider Electric, Siemens Energy and others. Overall, more than 30 speakers and over 200 participants from more than 15 African countries participated in the meeting. Nature Driving Economic Transformation (Leveraging the power of biodiversity and nature to drive equitable economic progress)
Pressing environmental challenges put African countries at risk. The rapid depletion of natural capital threatens both economic development and the well-being of communities. Against this backdrop, ECA has developed a framework for developing national nature strategies to unlock the economic opportunities inherent in Africa's abundant natural resources. For example, by leveraging the blue economy through research, innovation and ecosystem management, we forecast an annual return of $576 billion and the creation of 127 million jobs by 2063. In addition, the framework aims to provide a structured guide for countries to navigate the complexities of nature conservation and restoration, develop their national nature strategies, identify and prioritize initiatives, establish relevant policies and financing instruments, and create appropriate governance structures for successful implementation. The framework will be launched at COP28 and could benefit African countries and beyond.

Power of Data (Unlocking the data dividend for the SDGs)
ECA is contributing to unlocking the power of data in the Global SDGs Database by annually producing and disseminating an SDGs progress monitoring report and dashboards that present the status for the Africa region. In addition, wider dissemination of the results at World statistics Congress, IAOS, Academia stimulated deeper conversations on improvement of monitoring methodologies. Furthermore, ECA continues to build the capacity of member States to enhance their data capabilities for improved data quality and timeliness; for instance, in relation to the 2020 round of censuses, through innovative technologies and solutions to data collection, member states have been supported to implement digital censuses that integrate geographic information systems functionality into the Census workflow; reusable electronic operations dashboard were deployed as part of quality-control efforts during fieldwork procedures; an application to automatically load the correct software onto each tablet and ensure distribution to the right area was developed and successfully used among others. To bring progress to scale, other actors like UNFPA, ONS-UK and member States among other have rallies behind the digitalization of Censuses in Africa and have invested both technically and financially during the 2020 round of Censuses.

The SDG Stimulus (Scaling up long-term affordable financing for the SDGs) –
The Reforming the Global Financial Architecture initiative in collaboration with the IMF.
To scale up long-term affordable financing for the SDGs in Africa, it is essential to strengthen African countries’ capacity to raise funds on international financial markets. To this end, they should improve the perception of risk. In this regard, ECA has carried out feasibility studies of a sovereign rating of the some African countries to (i) explain the functioning of rating agencies and analytical processes, rating in local currency or foreign currencies (ii) present how credit ratings can be used by issuers/sovereign counterparties, investors and other stakeholders (iii) present the requirements of rating agencies in terms of information and data so that the States improve their preparation for credit rating in order to acquire and maintain the best possible sovereign rating. In addition, ECA has developed an online course on sovereign credit rating in collaboration with UNIDEP and 4 webinars with experts on the field to discuss the 4 modules of the courses. Besides, other webinars have been organized on this subject matter.
In the specific case of Ethiopia, ECA is supporting the development of Ethiopian Stock Exchange (ESX)’s 10-year strategic document, after consultations with various stakeholders, including commercial banks and insurance companies, future brokers and regulators. The document will inform decisionmakers on the strategies to expanding ESX’s products and services portfolio, the operational and institutional readiness, and market development. ESX has great potential to facilitate long-term capital raising for both public and private companies, strengthen corporate governance practices, and thus promote growth and prosperity in Ethiopia.
ECA’s interventions at national level also include the support of a local currency bond market in countries such as Uganda.

Transforming4Trade (Paradigm shift to boost economic development)
ECA is supporting the implementation of the African Continental Free Trade Area (AfCFTA) as an anchor for economic diversification and structural transformation in Africa through boosting intra-Africa Trade, investments and regional value chains.

Transforming Education (Learning to build a better future for all)
ECA through its Sub Regional for West Africa is contributing to advance inclusive and sustainable development through harnessing the demographic dividend anchored in the 2017 African Union roadmap on capturing the demographic dividend through massive investments in youth. The roadmap is articulated around four pillars: (i) Employment and entrepreneurship, (ii) Education and Skills Development, (iii) Health and Wellbeing, and (iv) Rights, Governance and Youth Empowerment. In this perspective, ECA is strengthening capacities of member States to develop and implement a planning, programming and budgeting system that integrates the demographic dividend. In 2023, five pilot West Africa countries have been capacitated and engaged to implement the budgeting framework sensitive to demographic dividend (Benin, Burkina Faso, Niger, Togo and Senegal). Harnessing the demographic dividend through investments in education, health, jobs creation and good governance is directly or indirectly related to the achievement of most of the 17 Sustainable Development Goals (SDGs). The following sustainable development goals are in particular concerned: SDG 3 – Ensure healthy lives and promote well-being for all at all ages, SDG 4 (Quality Education); SDG 5 (Gender Equality); SDG 8 (Economic growth and employment); SDG 10 (Reduced Inequalities); and SDG 16 (Justice, peaceful and inclusive societies).
With respects to the “Global Accelerator (The Global Accelerator on jobs and social protection for just transitions”, ECA is contributing to creating the conditions for boosting investments and job creation in the sector of Tourism and Blue economy in Africa. The Tourism sector and the sub-sectors of the blue economy including fisheries, coastal-tourism, maritime transport, off-shore extractive activities and energy related activities, offer immense economic opportunities. It is estimated that 90% of Africa’s trade is facilitated by maritime transport; and that Africa blue economy generates $100 billion in Tourism revenue, and employs 50 million Africans in fisheries , tourism, transport, energy and other aquatic based industries. UNECA has been providing technical assistance to Members states and Regional economic communities, to leverage and harness the huge potential of Tourism and the Blue economy, notably under the AfCFTA agreement. UNECA is currently providing support to IGAD for the formulation of their next Sustainable Tourism Master Plan.. The current 10-year plan is ending this year. its main objective was to provide a regional framework for sustainable tourism development that will enhance socio-economic development, poverty reduction and regional integration in the IGAD Member States; it was also formulated with support from UNECA. That plan was instrumental to guide Ethiopia to develop their Tourism sector and create jobs for many. In addition, Djibouti, Ethiopia, Kenya and Uganda have received technical support for the development of their national Tourism sector. Support received include the elaboration of Tourism Satellite Account, an instrument that helps them for evidence-based policy making, which helps to enhance public and private investments in the sector.
In the area of blue economy, UNECA has developed a toolkit allowing countries to assess their socioeconomic and environmental potential in Blue Economy. Such information is useful for evidence-based decision making and can guide investments and better management of the sector, which are all necessary for job creation and sustainable development. In recent years, ECA’s Blue Economy Valuation Toolkit (BEVTK) has been rolled out in Djibouti, Seychelles, Tanzania mainland and in Zanzibar. A training on the utilization of the toolkit was also organized in partnership with IGAD, for all IGAD countries. ECA is currently working with Ethiopia for the operationalization of their blue economy national strategy; in addition the Commission is working the East African Community (EAC), on the formulation of their regional Blue economy strategy.

In addition to the above, has your organization been part of any other initiatives or multi-stakeholder partnerships that enhance effective delivery of sustainable, resilient and innovative solutions and reinforce the 2030 Agenda for Sustainable Development, especially in the areas of poverty eradication (SDG1), food systems transformation (SDG2), climate action (SDG13), governance (SDG16), partnerships (SDG17), which will go under in-depth review at the HLPF in 2024, or related to the Secretary-General’s proposals in Our Common Agenda?

In the Political Declaration adopted at the 2023 SDG Summit, Member States committed to using the review of the high-level political forum at the 78th session of the General Assembly to further strengthen the follow-up and review of the implementation of the 2030 Agenda, harnessing data to track progress in implementing the Sustainable Development Goals and targets, strengthening analysis of the interlinkages across the Goals and targets, including policy implications of their synergies and trade-offs. Please provide your organization’s recommendations, if any, in this regard.

Strengthen follow-up and review of the implementation of the 2030 Agenda at HLPF
The 2023 West Africa Sustainable Development Progress Report provides a comprehensive summary of the progress of all the 17 SDGs in West Africa, with a special emphasis and analysis of the 5 SDGs that are aligned to the 2024 High Level Political Forum (HLPF) namely SDG 1(No poverty), SDG 2(Zero hunger), SDG 13 (climate action), SDG 16 (peace, Justice and strong institutions) and SDG 17 (partnerships for the Goals).

Harnessing data to track progress in implementation
ECA recommends that continuous advocacy for improved and innovative technologies and mechanisms are used in data collection by member States to harness the accuracy and timeliness of the data generated for reporting on SDG indicators. For instance, the upcoming 2030 round of censuses, deliberate and intentions efforts should be made to including SDG indicators that have scanty data for monitoring. In addition, continued capacity-building initiatives to member States with respect to strengthening National Statistical Systems will ensure the enhanced ability to effectively analyze data relevant to national development plans, policies and monitoring frameworks as well as facilitate cross-sectoral collaboration in form of data integration for development. Furthermore, continued advocacy for increased domestic and international financing for data infrastructure and statistical capacity for SDG monitoring and reporting.
