Thank you Mr. Co-facilitator,
I have three points to make comments.
First, the follow-up and review on the FFD outcome and post-2015 processes should be coherent. The monitoring and follow-up of the FfD outcome should be an integral part of that of the post-2015 development agenda. Therefore, we can identify overall direction and principles on FfD follow-up and review in Addis Ababa, which will be concluded in the September development summit in New York within the broad framework of the post-2015 review mechanism.
Keeping this in mind, we have to accelerate our discussion on post-2015 review mechanism including role and function of the High-Level Political Forum(HLPF) as well as the relationship among national, regional, global and thematic review so that FfD review can find its proper position in the overall post-2015 review mechanism.
Second, a broad, integrated monitoring mechanism built on the existing effective monitoring frameworks is desirable.
In this regard, Global Partnership for Effective Development Cooperation (GPEDC) should be positively considered with the on-going principles of national ownership, result-focused, inclusive partnership, and transparency and accountability.
Third, overall Addis Ababa outcome should constitute the MOI pillar of the post-2015 development agenda. This would not only preclude possible duplication of efforts, but more importantly ensure strong coherence in order to establish a robust and universal post-2015 framework.
The feasibility of various ideas on how to incorporate the overall FfD outcome into the MOI element of the post-2015 agreement depends on how successfully we can reach conclusions in Addis Ababa. Therefore, we really need the highest level of representation to the extent possible from all member countries to the Addis Ababa conference to garner strong and ambitious commitment politically and financially from international community.
