Intervención de la delegación de Guatemala
Reunión Intergubernamental Preparatoria para la
15ª sesión de la Comisión de Desarrollo Sostenible
Señor Presidente,
Quisiera iniciar mi intervención agradeciendo la muy informativa presentación de los
panelistas. Es indiscutible la gran importancia de este tema para el mundo actual y
consideramos que lo debemos abordar de la forma más seria y constructiva posible. Mi
delegación sinceramente espera que nuestras deliberaciones hoy y durante 15ª sesión de
la Comisión de Desarrollo Sostenible contribuyan al diálogo mundial para enfrentar este
reto de la forma más rápida y efectiva.
Guatemala se asocia a las expresiones escuchadas en el discurso del distinguido
representante de Pakistán en nombre del Grupo de los 77 y China. Y quisiera hoy resaltar
algunos temas que son importantes particularmente para mi delegación: el apoyo a los
países que han sido más afectados por los efectos del cambio climático, el valor de las
energías renovables y el potencial de los bosques.
Señor Presidente,
Los efectos nefastos de la variabilidad y cambio climático no hacen diferencia entre
países desarrollados y los países en vías de desarrollo. Sin embargo, son éstos últimos los
que son más vulnerables a las catástrofes que se pueden dar. Es así que los temas de
cambio climático, destrucción de ecosistemas, pérdida de cobertura vegetal deben ser
abordados con urgencia.
Guatemala, al igual que los países de la región Centroamericana y del Caribe, ha sido
impactada severamente en los últimos años. Realidades como ésta nos obligan a
reconocer la responsabilidad común pero diferenciada que todos debemos asumir.
Reiteramos que la Convención Marco de las Naciones Unidas sobre Cambio Climático
sigue siendo el principal instrumento multilateral para enfrentar este reto y hacemos un
llamado a la comunidad internacional a abordar sus reuniones de la forma más
constructiva posible. Asimismo, hacemos un llamado a que los países que no han
ratificado dicha Convención aún, lo hagan sin demora.
Señor Presidente,
Mi país ha venido trabajando en el tema de adaptación al cambio climático con seriedad.
Nos enfocamos en dos áreas críticas: por un lado en el occidente del país donde los
impactos de este fenómeno se evidencian en inundaciones y deslaves y por el otro, en el
área oriental del país, donde se manifiestan como sequías y hambrunas.
Es importante que se aborde el problema de cambio climático con medidas coherentes en
todos los sectores pertinentes. La mitigación y adaptación al mismo es una tarea
pluridimensional y requiere cooperación internacional respaldada por políticas y
estrategias nacionales. Consideramos necesario que se establezcan los mecanismos
financieros necesarios para revertir estos acelerados procesos por medio del fomento de
la capacidad y la transferencia de la tecnología apropiada.
Señor Presidente,
Dado que los combustibles fósiles son los que más emiten gases de efecto de
invernadero, mi Gobierno apoya la creación de condiciones favorables a la diseminación
de las energías renovables no contaminantes. Hemos ya indicado nuestras prioridades en
el espacio dedicado al tema energético. Sin embargo, no queremos que se olviden otros
caminos disponibles a los países para enfrentar el cambio climático.
Así, los bosques potencializan el servicio que prestan a la Humanidad y al equilibrio en el
planeta. Mi país tiene un potencial forestal importante y es así que Guatemala se ha unido
a otros países con la finalidad de estrechar los esfuerzos e intereses de los países que
cuentan con cobertura forestal e invitamos a la comunidad internacional a dar una
oportunidad de financiamiento de este stock de carbono, como contaminación no emitida,
así como reservorio de biodiversidad.
Finalmente, Señor Presidente,
Vemos con entusiasmo a la celebración de la 15ª sesión de la CDS como una oportunidad
de llegar a formular las políticas más efectivas en los cuatro temas que abordaremos.
