Group of 77 and China
STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. MR. SACHA LLORENTI, PERMANENT REPRESENTATIVE OF THE PERMANENT MISSION OF THE PLURINATIONAL STATE OF BOLIVIA TO THE UNITED NATIONS, CHAIRMAN OF THE GROUP OF 77, TO CONSIDER POSSIBLE ARRANGAMENTS FOR A TECHNOLOGY FACILITATION MECHANISM TO PROMOTE THE DEVELOPMENT, TRANSFER AND DISSEMINATION OF CLEAN AND ENVIRONMENTALLY SOUND TECHNOLOGIES. (New York, June 4th, 2014)
1- At the outset, I would like to thank the President of General Assembly for organizing the third structural dialogue to consider possible arrangements for a technology facilitation mechanism to promote the development, transfer and dissemination of clean and environmentally sound technologies. I would like also to thank the two Co-moderators, H.E. Paul Seger, Permanent Representative of Switzerland, and H.E. Guilherme de Aguiar Patriota, Deputy Permanent Representative of Brazil, for all their efforts in steering the debates and discussions, and for preparing the note for the first and second structured dialogues, and to thank the Secretariat for preparing a summary for the issues of the discussion.
2- We believe that these notes included many important ideas and inputs which constitute a good basis for work, and building on the related SG reports and Iast year’s workshops as well.
3- The G77 and China would like to reiterate that our mandate according to GA resolution 68/210 is to consider the possible arrangements for a facilitation mechanism to promote the development, transfer and dissemination of clean and environmentally sound technologies, and present recommendations in this regard, including on possible modalities and organization of such mechanism. Therefore, we need to use today’s dialogues to discuss those particular issues in an efficient, focused and concrete way.
4- According to Rio+20 mandate, the main three functions of the mechanism should be: (i) development, (ii) transfer, and (iii) dissemination of clean and environmentally clean technology. Those 3 functions should constitute the core functions of the mechanism. Other sub functions could be clustered under each of the 3 main ones.
5- The Group welcomes the wide acknowledgement by the participants in the previous structured dialogues, as well as by the PGA, of the existing multi-level fragmentation, across different geographic areas and levels of development, technology cycle, and the UN system, as well as the need to address them.
6- Therefore, in our view, lack of coordination and coherence, whether with regard to international efforts, or to different stages of the technology cycle itself is a major challenge which needs to be addressed in order to maximize the impact and benefits of technology cooperation. The three core functions should contribute to addressing this challenge.
7- With regard to the thematic scope of the technology facilitation mechanism, it should focus on the clean and environmentally sound technology, according to Rio+20 mandate, and in order to contribute to achieving sustainable development in all its 3 dimensions. Having said that, it is our understanding that clean and environmentally sound technology is not that technology used in environmental fields only, but for every other field, while ensuring to the preservation of the environment.
8- In addition to the tasks and functions listed in the Co-moderators’ note, The Group would like to suggest the additional following functions:
a- Address gaps throughout the full technology cycle, from research to development, demonstration, market formation and diffusion;
b- Foster a truly global, cooperative undertaking that engages all interested Governments and major groups, including the private sector;
c- Pragmatically address intellectual property rights constraints for technology transfer, wherever they exist, by exploring innovative voluntary approaches;
d- Promote technology needs assessment;
e- Build and greatly expand open international networks of collaboration in research, development and demonstration that allow for the participation of all countries, including the poorest;
9- The Group believe that the mechanism should be a structure, which could include an electronic knowledge platform incorporating a global database, and should consist of:
a- A technology development fund, in order to strengthen global research, development and demonstration cooperation, technology transfer and participation of developing countries;
b- Network of technology transfer, innovation and information centers, based on existing global and regional centers, online platforms, clearing houses, international conventions with technology provisions and economic partnership agreements;
c- Network of Universities, Institutes and research, development and innovation institutions;
d- Capacity development programmes and knowledge platforms, and technology needs assessment
e- Public-private partnerships including on collaborative intellectual property systems and licensing;
f- A management and coordination structure within the United Nations, including regional and sub-regional cooperative mechanisms and national coordination units, which could be assisted by an advisory team composed of experts and stakeholders.
10- The Mechanism could be placed under the HLPF, and should be serviced by DESA.
