Intervención de Costa Rica III Reunión del Proceso Intergubernamental de la Agenda de Desarrollo Post 2015 ODS e Indicadores

Estimados señores Co-Facilitadores:
Mi delegación desea alinearse a los discursos leídos por las distinguidas delegaciones de Sudáfrica en nombre del Grupo de los 77 y China, de Ecuador, en nombre de la CELAC y de Guatemala, en nombre del Sistema de la Integración Centroamericana.
Al respecto, Costa Rica reitera que desde nuestra perspectiva, el reporte del Grupo de Trabajo sobre los Objetivos de Desarrollo Sostenible debe ser la base de la integración de los ODS en la Agenda de Desarrollo Post 2015. Por considerarlo un documento ya negociado, creemos que el mismo no debe abrirse o renegociarse. Creemos asimismo que el delicado equilibrio que alcanzamos en el proceso intergubernamental que estableció los Objetivos y las Metas no debe alterarse ante posibles reorganizaciones o reagrupaciones que limiten sus alcances y la naturaleza integradora de la Agenda.
Nuestros acuerdos están encaminados a luchar por la erradicación de la pobreza, reconociendo su naturaleza multidimensional, y la disminución de las desigualdades internas y entre nuestros países por medio de un enfoque de reconocimiento de derechos, incluyendo el derecho al desarrollo, el buen gobierno y el estado de derecho, de tal forma que podamos garantizar sociedades pacíficas, acceso a la justicia, instituciones efectivas, responsables e inclusivas y una cultura de paz que nos permita alcanzar nuestras más altas aspiraciones de bienestar. Éste, señores co-facilitadores es el camino que deseamos para los próximos 15 años, una Agenda que ubique a la persona en el centro, que la empodere y que le permita vivir en un entorno óptimo que facilite la integración de las tres dimensiones del desarrollo sostenible en su vida diaria.
Compartimos también la preocupación de muchos países, desarrollados y en vías de desarrollo, por el número de indicadores que deben contener nuestras metas. Hemos oído a muchos países hacer referencia a sus limitadas capacidades estadísticas, los altísimos costos de desarrollar nuevos indicadores y a los retos que la implementación de nuestra Agenda representará para todos nosotros. No podemos más que compartir esas inquietudes. Estamos conscientes de que este ejercicio tiene pocos antecedentes y estamos frente a una Agenda transformadora. Sin embargo, estos retos no deben limitar nuestra ambición, pero debemos ser conscientes de que en la gran mayoría de nuestros países necesitaremos intensificar nuestra cooperación en materia de creación de capacidades institucionales, inclusive los países con una larga trayectoria y con extensas capacidades en materia estadística.
Mi país cree por lo tanto en la necesidad de desarrollar indicadores integradores que sean transversales y permitan medir el avance en varias metas al mismo tiempo. Este tipo de indicadores nos permitirán garantizar y mantener la naturaleza integradora de la Agenda y que se pueda reducir el número de posibles indicadores. Ello en beneficio de las capacidades limitadas de los países en vías de desarrollo, la simplificación del proceso de revisión, así como la evaluación y comparación de resultados del avance de la Agenda entre los países, que permita realizar un verdadero seguimiento. Por ello mismo, creemos que los indicadores que adoptemos deben ser limitados en número, pero de buena calidad.
Es fundamental asimismo que estos indicadores integradores puedan generar información desagregada y visibilizar realidades específicas que faciliten la formulación de políticas públicas dirigidas a abordar las necesidades, las discriminaciones múltiples y agravadas, así como el avance en el logro del desarrollo sostenible de los grupos vulnerables, especialmente las mujeres, indígenas, afrodescendientes, migrantes, personas con discapacidades, adultos mayores, jóvenes, personas discriminadas por su orientación sexual o cualquier otra condición.
Reconocemos que se necesita que el proceso de seguimiento tome en cuenta y de forma transversal el género, y para ello, es necesario que existan suficientes esfuerzos en la recolección y el uso de indicadores fiables e integradores, así como el uso de estadísticas y datos sensibles a este tema.
En este proceso, es indispensable que se respete la independencia de las autoridades estadísticas nacionales y que la dimensión técnica del proceso no se vea limitada por decisiones políticas. Sin embargo, la decisión final sobre los indicadores será eminentemente política. Apoyamos por lo tanto los esfuerzos de la Comisión de Estadística por desarrollar indicadores globales necesarios para el proceso de implementación, utilizando estos espacios para el diálogo político y sobre todo aquellos en los que participen las autoridades estadísticas nacionales y llamamos la atención en que los indicadores nacionales deben ser desarrollados de acuerdo con las capacidades institucionales nacionales y los diferentes niveles de desarrollo de los países.
Creemos también que el desarrollo de indicadores debe estar en concordancia con la necesidad de continuar promoviendo el establecimiento de un Plan de Acción integral de cooperación con los llamados países de renta media, dentro del marco de las Naciones Unidas.
Finalmente, señores co-facilitadores, mi delegación desea reiterar su apoyo a la propuesta de temas para los diálogos interactivos de la Cumbre de Adopción de la Agenda, que versarían sobre la erradicación de la pobreza en todas sus dimensiones, desigualdades dentro y entre los países, integración de las necesidades de los grupos vulnerables, cambio climático, transición de los ODM hacia los ODS y sobre la igualdad de género.
Mi delegación también hará comentarios puntuales conforme avancen nuestras discusiones.
