    Data collection, analysis, dissemination, and sharing are critical components for evidence-based decision-making and for tracking progress in various development areas. The emphasis on data within SDG 17 underscores the need for reliable, accurate, and timely data to make informed decisions, measure progress, and ensure accountability in achieving the broader goals set out in the SDGs. Proper data and statistics are essential for Jordan to gauge where they are in their development journey and to ensure that the benefits of development reach everyone, everywhere. Strengthening data collection, analysis, processing and dissemination will enhance data-driven decision-making. A data-driven approach resonates with Jordan's goal to ensure transparency in providing information related to national objectives, ensuring the decisions are strategic and sustainable. Moreover, through this initiative, the Hashemite Kingdom of Jordan reaffirms its unwavering dedication to integrating data with its broader strategic visions, charting a clear, data-informed trajectory towards sustainable modernization and progress.

    Implementation of the Project/Activity

    Legislative Reinforcement: In congruence with our Economic Modernization Vision, the Kingdom will endeavor to bolster its legislative infrastructure, specifically directing efforts towards: a) Revisiting and updating the existing statistics law to better encapsulate modern exigencies. Amending the Law will help create and maintain a more robust legal basis for statistical activities, confirming the position and important role of statistics and increasing the effect and effectiveness of national management of the statistics system. b) Reforming the Department of Statistics: Transform the Department of Statistics to become an interactive national statistics center to collect, analyses, and disseminate data, by 2026): By 2026, the Department of Statistics (Dos) will evolve into an advanced interactive national statistics hub, dedicated to the proficient collection, sophisticated analysis, and broad dissemination of data. c) Embracing contemporary digital tools and methodologies, this transformation will revolutionize the manner in which the DoS interfaces with its diverse user base. This visionary shift underscores our government's dedication to unlocking data's intrinsic value, empowering us to enhance public service delivery and base our strategic decisions on empirical evidence. In this endeavor, a holistic government approach is paramount, spotlighting the DoS as the nexus in our data ecosystem. 5 d) Launch a process to develop, review, and amend the statistics related legislations of ministries and members of the national statistical system. Amendments will serve and support the overall statistics system. Legislation and instructions that govern the work of some government agencies that have important data in their administrative records prevent them from providing detailed data to the Department of Statistics, noting that according to international practices, sharing such types of data is normal by finding a way to avoid their conflict with rules and regulations. 2. Revitalizing National Accounts Frameworks: Acknowledging the dynamic nature of our economy, the Kingdom is resolute in its commitment to recalibrating its national accounts frameworks, aiming for a more encompassing representation of its economic vectors and more enlightened policy direction. In essence, a strengthened and modernized national accounts framework doesn't just improve the way we measure our economic activity. It also enhances the overall data ecosystem, facilitating better integration, analysis, and utilization of administrative data, thus supporting evidence-based policy-making and strategic planning. by making sure that: a) Definitions and classifications used in different fields of statistics are consistent. b) The methodological demands of national accounts require statistics to be developed in response to the need for estimating other indicators. c) An accounting framework is in place and ensuring numerical consistency of data from different sources (statistical and administrative); thus, errors in the statistical indicator calculations can be detected. d) Optimizing and strengthening Administrative Data Utilization: Jordan recognizes the invaluable potential of administrative data records in supplementing data accuracy and enhancing time-efficiency. This is to harness these records, reducing the dependence on traditional surveys, and broadening the spectrum of our data insights. e) Promoting Open Data Initiatives: In alignment with the Modernization Vision, Jordan solemnly pledges to institute a transparent open data paradigm, aiming to catalyze innovation, nurture public-private synergies, and act as a beacon for economic opportunities. 3. Augmenting Capacity and Expertise and Fostering Public data awareness: Drawing the connective threads between data and national progression, Jordan envisages comprehensive public engagement initiatives, underscoring the integral role of data in shaping our national aspirations, through strengthen dialogue between data producers and data users. The acting role of the DoS as a mediator, between the national statistics system (different data producers) and the data users, with the aim to encourage the consumption of official statistics in Jordan enhance informed public debate around the 6 various development topics. Especially, by producing infographics or easily digestible statistical products on the latest available data that communicates statistical findings to audiences with less technical backgrounds. This is a way in which they can interact with users, get feedback, and help the data users create additional value from the data and use it as factual evidence to bridge gaps even in highly polarized debates. Another important approach is to enhance dialogue between users and producers of statistics as there is a need to activate dialogue between users and producers of statistics. Strengthening data systems also requires introducing new capacity building programs for data professionals at the Department of Statistics and different line ministries and public institutions. 4. Continuous Monitoring of SDGs Progress Through Continuous Update of SDGs Indicators on Jordan Development Portal. Jordan, commits to the continuous monitoring and enhancement of SDG indicators through the Jordan Development Portal (JDP). This will be paired with our resolute decision to issue a Voluntary National Review (VNR), ensuring transparency, accountability, and precision in our progressive endeavors. This dual approach not only streamlines our strategic planning and resource allocation but also manifests our unwavering dedication to the ethos of SDG 17 — building robust partnerships, leveraging data, and fostering innovation to chart an informed, sustainable pathway forward for all Jordanians.

    Arrangements for Capacity-Building and Technology Transfer

    Technology Assessment and Road mapping: Periodically assess the existing technology landscape, identify gaps, and create a roadmap for technology adoption, keeping pace with global advancements. 2. Partnerships with Tech Companies: Collaborate with tech firms to pilot new data tools, solutions, and platforms in a government setting. 3. Open-Source Platforms: Promote and use open-source data platforms and tools, ensuring flexibility, scalability, and reducing costs. 4. International Collaborations: Partner with countries leading in data management and SDG alignment to facilitate technology transfer, adapting international best practices to local needs. 4 5. Innovation Labs: Set up dedicated spaces where tech professionals can collaborate to devise solutions for specific challenges faced in linking modernization vision with SDGs using data. 6. Cloud Solutions: Adopt cloud-based platforms for data storage, processing, and analytics. This would offer scalability, reliability, and security, without the need for a massive on-site infrastructure. 7. Digital Infrastructure Grants: Offer incentives or grants to departments and agencies to upgrade their existing technology stack, ensuring they have the necessary tools to manage, analyze, and deploy data in line with the commitments.

    Coordination mechanisms

    National Data Committee  sets strategic directions for data commitments, allocates resources, and ensures alignment with both the modernization vision and SDGs.  Members: Senior government officials, heads of key ministries involved in data (e.g., IT, Planning), and data experts. 3 Stakeholder Engagement and Communication mechanism (platform)  facilitates consistent communication between data-related teams and other stakeholders, ensuring data usage is in alignment with the modernization vision and SDGs.  Members: Communication specialists, representatives from NGOs Operational Framework:  Regular collaboration between teams should be facilitated through workshops and joint sessions.  A feedback mechanism should be in place to refine data practices continuously.  Secure digital platforms should be used for inter-team communication, data sharing, and reporting.  Continuous alignment checks to ensure that data commitments serve both the national modernization vision and SDGs.

    Evaluation

    Baseline Assessment:  Establish a clear baseline for each component of the commitment. This means assessing the current state before implementing changes or interventions. 2. Quantitative Metrics and Key Performance Indicators (KPIs):  Establish specific, measurable KPIs for components of the commitment. For instance, for the “Optimizing Administrative Data Utilization", KPIs could involve the percentage reduction in traditional survey dependency or the number of datasets incorporated from administrative records. 3. Qualitative Assessment:  Conduct interviews, focus groups, and feedback sessions with stakeholders, including data professionals, policymakers, and data users. This helps in gauging the perceived value and effectiveness of the implemented interventions. 4. Third-Party Reviews:  Engage external agencies or experts to audit and review the progress impartially, ensuring unbiased evaluations. 5. Stakeholder Feedback and Engagement Mechanism:  A continuous feedback mechanism where different stakeholders can voice their observations, concerns, and recommendations. 6. Benchmarking Tools:  Tools like World Bank's Databank, which offers a comprehensive set of time-series data on a variety of economic, social, and environmental indicators, can be invaluable for comparative analyses.
