Description
For the GEF, UNIDO is the Implementing Agency, which will oversee the successful achievement of the objectives of the undertaking, while the responsibility for the execution lies with the CNE, the CNZFE and CZFIS. The partnership is led by a National Project Director. Daily management and coordination of activities, is undertaken by a project management unit (PMU). This PMU will have a national Project Coordinator (PC), who will be responsible for the day-to-day management and supervision of the project, including technical aspects of the project and the coordination of contracting and monitoring activities. The PMU will be assisted by national and international consultants for specific assignments. CNE, CNZFE and CZFIS as well as the Ministry of Environment will provide support to assure that the commitment can be successfully achieved.I
Capacity-building: Several capacity-building activities are foreseen during the commitment period. Envisaged outputs include (i) the preparation for a communication plan to interact with civil society organizations and the general public on the topic of sustainable biomass sourcing, (ii) the compilation of operational experience and best practices from the Santiago demonstration plant and (iii) the carrying-out of promotional activities including technical seminars, dissemination events, and drafting of technical manuals and guidelines. Outputs will be achieved in close cooperation with national partners and other relevant stakeholders. Technology transfer: The adoption of a biomass-based power plant is one of the deliverable of the commitment. Hence it is highly likely that there will be either a North-South or South-South transfer of technology.
The partnership will be governed by a Steering Committee as the highest decision-making authority, the composition of which includes representatives from CNE, CNZFE, CZFIS, the Ministry of Environment and Natural Resources and UNIDO. In addition, close coordination with other national as well as regional stakeholders is foreseen to assure that a variety of views are considered and potential synergies are made best use of. Stakeholders include NGOs / CSOs, particularly rural development organizations and programmes in the region of the future power plant, universities such as Universidad ISA and the Instituto Tecnológico de Santo Domingo as well as organizations involved in international cooperation (e.g. GIZ). Furthermore, a relationship with the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) is expected to be established once the centre is operational.
