    Five years into the implementation of the 2030 Agenda, there is a need to take stock of the extent to which the countries in Eastern and Southern Africa Regions (ESAR) have: moved from MDG outcomes to SDG programming, localizing SDG 6.1 and 6.2 in context; set national baselines and targets; and made progress in identifying and addressing setbacks and bottlenecks against agreed selection criteria, including responding to the ongoing COVID-19 pandemic. The strategic objectives of the initiative include : provision of insights into the extent to which countries in ESAR have advanced in terms of SDG localization and implementation using JMP/GLASS and other Joint Sector Review reports; undertake an inventory of existing institutional infrastructures, technology and skills needed to effectively monitor the implementation of SDG 6.1 and 6.2 at the national level in countries in the region and strategic repositioning of the member states to mobilize and leverage financing to further accelerate country-led action, and SDG 6 related post-COVID recovery in ESAR.Data collection and analysis occurred through the following: Desk study of existing reports and other initiatives such as JMP Data, recent MICS, DHS data, GLAAS, SWA and Ngor monitoring system questions, UNICEF SMQs, WASH Bottlenecks Analysis Tools (BATS), and other similar appraisals; Rapid Systems Assessment of the 21 countries using key informant interviews; out of this only 5 countries are selected as case studies for an in-depth assessment and; Data drive sets such as MIS used to analyze programmatic and partner data.
    Expected Impact

    The expected outcome of the review is the development and dissemination of a regional level output monitoring framework to assess and improve country performance, management and monitoring of the SDGs moving forward. The end-goal is to: Provide an appropriate methodology for further replication by other SDG custodians as part of the regional and global SDG MTR process; Assess the status of the enabling environment for sustainable WASH programming in the region, specifically in the context of post-pandemic recovery; Document best practices for further learning, and cross-regional knowledge-sharing; Support countries, strengthen their capacities to collect data and monitor the SDG 6.1 and 6.2, and to ensure that national data are comparable at sub-regional, regional and global levels and; Increase awareness and targeted advocacy and accessible financing for enhanced WASH service delivery for vulnerable children in eastern and southern Africa.
