    Consolidate a broad regional agreement on access to justice and legal empowerment. Recently, ACIJ has been working on a national agreement on access to justice, consolidating more than 120 public policy proposals into a single multi-stakeholder platform. The Agreement is a joint initiative of more than 70 civil society organizations, public institutions, academics and representatives of disadvantaged groups, which aims to promote a comprehensive agenda of reforms to guarantee equal access to justice and to make effective the rights of the population, especially those groups in vulnerable
    Situations.
    We want to take advantage of those discussions to deepen and broaden the established in the Declaration of Villa Inflammable and generate a broad regional discussion and agreement on concrete public policies needed in the region to advance access to justice and legal empowerment.
    Expected Impact

    We expect to have many more organizations of the region working on SDG16 since this initiative, and a consolidated agenda of public policy reforms that are needed in Latin-American countries to guarantee access to justice for all

    Initial workshop: The first discussions around the Argentinean Agreement and its articulation at the regional level, will take place during the regional conference on legal empowerment and community lawyering in November 2019. Taking advantage of a region
    Online discussions and thematic drafts: To develop the regional agreement on access to justice during 2020, we will organize six thematic blocks of discussion, for each of them the anchor member will prepare a draft document with a proposal of regional principles and concrete policies. Those 6 drafts will be discussed in webinars in which will participate: NGOs, universities, state representatives, judiciary, bar associations, among other actors. Tentatively, the six thematic blocks include: Legal empowerment, literacy, and citizen participation; Public policies to guarantee legal aid; Procedural reforms on Access to justice; Management reforms to ensure open justice; Access to justice in administrative institutions; Indicators and Information production to measure the impact of access to justice policies.
    Regional agreement zero draft: Based on the online and in person discussions, the anchor member will elaborate a regional agreement draft.
    Advocacy and discussions at national level: In at least 4 countries in the region, network members - with the technical support of the anchor member - will host a workshop to discuss the regional agreement and advocate for governments to commit to advancing access to justice and legal empowerment in their OGP National Action Plans and/or will participate in the national discussions around the progress on SDG16.
