PYPRI - reaching disadvantaged poor people

    PYPRI believes it is more expensive and risky to leave needy people unsaved while you have the resources, as “it is a great sin to count high costs while a poor man's life is at stake”.In reaching disadvantaged poor people in the remote area, PYPRI is now serving 20 wards in the Lindi urban and rural areas. Currently there are more than 230 people who have managed to initiate their own small credit through the benefit of capacity building from the PYPRI program.
    Expected Impact

    It is very difficult for donor funded programs to practically involve target beneficiaries in decision making and ownership of projects. In most cases, when the active participation of the donor funded program is phased out it means the end of the services established by the program. Through a participatory and partnership-based approach, the project will aim to lay a lasting foundation for people's ownership and decision making.CBOs will establish their own institutions through their CBOs Initiatives Fund. These funds will buy shares and participate in credit selection committees, credit supervision and repayment follow-ups. This will increase the morale of CBOs’ participation and involvement. The use of a CBO council system will reduce monitoring costs.

    1. After a thorough capacity need assessment of existing groups in the areas, selected groups will be advised to form a CBO council. The CBO council will be an institutional body at the grass root level, and will be comprised of 2 members from 20 CBO groups, making 40 CBO representatives, along with with representatives from other organizations.
    2. After the formation of the CBO council, the PYPRI program will recommend a partnership arrangement, whereby PYPRI program staff and local government representatives become members of the council – a memorandum of understanding for the partnership arrangement will be signed.
    3. The CBO council will decide on how much each CBO needs to contribute in the form of shares or savings to enable it to own and control the organization. After the decision of the council, then groups are then given time to repay the loan – usually repayment is conducted through monthly installments.
    4. After a period of 6 months and after 50% of the CBO council's loan has been repaid the PYPRI project will pay 75% of its commitment to the CBO council. A loan is given to the CBOs Initiatives Fund which is in a joint account for credit operations only. The account shall be managed by the CBO council and the PYPRI program. 5. The CBO council will also run another bank account for council operating and project costs. 6. After the establishment of the CBOs Initiatives Fund, the PYPRI program will provide 2 months of comprehensive training in best management and credit practices to selected council members. These members will then manage the credit operations.
