Programa DEDICA - Defesa dos Direitos da Criança e do Adolescente

    Description
    Intro

The DEDICA Program - Defense of the Rights of Children and Adolescents, acts in the face of situations of serious violence against children and adolescents. It seeks to minimize physical and emotional sequelae, with the recovery of neuro-psychomotor development, the learning gap and all the damages resulting from violence, especially the domestic violence, which is considered the most frequent and where the child is the passive hostage of its abusers. With the interruption of the situation of violence and the minimization of its impact on these beings in a peculiar development phase, we seek to contribute to a better society.

    Objective of the practice

DEDICA is composed of an interdisciplinary team that assists the child and the adolescent, as well as those responsible / aggressors, seeking to break the cycle of violence that passes from generation to generation. This service is based on article 4 of the Statute of the Child and Adolescent, which provides for the integral protection of the child, guaranteeing absolute priority and effectiveness of the rights related to life and health Child violence refers to any type of violation of rights, as well as disregarding the place of childhood and adolescence in the process of human development, for the construction of a healthy and happy subject. We believe that our actions contribute substantially to enabling more peaceful societies for sustainable development, creating a strong network of protection for the future generation against violence.

    Implementation of the Project/Activity

For 10 years, DEDICA care was conducted informally within the Clinical Hospital Complex (CHC), when children were referred to treat other diseases and doctors noticed signs of violence. The children were voluntarily assisted by Dr. Luci Pffeifer, who offered psychiatric supervision and guidance, a project that later added other volunteers to the cause.
The demand for cases was latent, but unfortunately the hospital's resources from SUS did not include this type of patient care, and in 2014 the service was discontinued. The children and family members were underpaid.
In 2015, the Association of Friends of HC, understanding the importance of this work to break the cycle of violence, was able to provide the necessary resources to transform the DEDICA Project into a continuous service.

    Results/Outputs/Impacts
Our results in 2018 include an average of 600 calls per month all for free and personalized. Besides attending, we developed an important role of training health professionals in identifying signs of violence participating in congresses, lectures, orientation to students, it is estimated that only in 2018 a public of 2,626 people were affected by the training work. DEDICA also conducts expert reports to the Public Prosecutor's Office and participates in hearings, interviews and promotes its own virtual campaigns to alert the population and others.
    Enabling factors and constraints
The project was successful thanks to articulation with several bodies linked to the child protection network. Through the CDECA - State Council for the Rights of Children and Adolescents, it was possible to finance the first two years of DEDICA activity. Now, after the end of this period the Association of Friends of the HC seeks other forms of funding.
    Sustainability and replicability
Our team is aware of the systemic problem caused by violence, and understands that it is a very big challenge that needs a collective approach and networking to have deeper effects. In this way, our next steps contemplate the structuring of a Distance Education program, which aims to train and specialize other professionals, competent bodies and social organizations to identify signs of violence, as well as to carry out the accompaniment necessary for the protection of children and adolescents. With this goal, we intend to provide conditions for other children who today unfortunately can not be met by DEDICA to have the necessary monitoring and guarantee their rights to a family meal that protects them, with quality of life and physical and psychological health.
    Conclusions

Violence is a systemic problem, usually replicated from generation to generation, and therefore it is a challenge that needs to be worked out in an intersectoral way, involving all the nuclei that affect or are affected by violence. With the work developed in DEDICA, it seeks to minimize the physical and emotional sequels of the patients, working strongly with the recovery of the neuro-psychomotor development, recovery of learning disability, self-esteem and all damages resulting from violence individually and individually for each of the children and adolescents served in the program.
