    La iniciativa como tal, se traduce en la elaboración e implementación de una metodología basada en el Presupuesto General de la Nación (PGN), utilizando como insumo principal el clasificador de gastos, para cuantificar el aporte en términos presupuestarios del sector público a cada ODS. Permite relacionar y medir los esfuerzos e iniciativas (identificadas a nivel de programas, proyectos y actividades) que realizan las instituciones públicas como actores de los retos que implica la agenda 2030. En ese sentido, se constituye en un mecanismo que brinda una visión integral de las acciones públicas realizadas y la inversión presupuestaria que representa, visualizados como porcentajes de participación sobre el PGN, direccionado a uno o más objetivos de la Agenda 2030 para el Desarrollo Sostenible. En términos prácticos, su aplicación brinda una aproximación de la participación del Presupuesto desde el año 2017 hasta el 2022, de cada uno de los 17 Objetivos en términos de montos y porcentajes, lo cual actualmente ya se encuentra sistematizado en el Sistema Integrado de Administración Financiera del Ministerio de Hacienda, formando parte de las etapas de programación y ejecución. En forma paralela, cada objetivo es capaz de mostrar las metas asociadas y que por ende desprenden el financiamiento hasta el nivel más bajo de la estructura programática (programas/subprogramas/proyectos hasta el año 2019 y actividades a partir del año 2020). Como resultado, se obtiene igualmente los montos y porcentajes de participación de las metas al ODS de origen. La metodología de esta forma, nos ofrece una cuantificación de las inversiones realizadas por el Estado a través de los esfuerzos institucionales, que contribuyen en forma directa, indirecta y transversal a los ODS.

    La iniciativa y la información que desprende se constituye en un instrumento de referencia para la identificación y cierre de brechas presupuestarias, en cuanto a las necesidades de inversión pública de carácter presupuestario destinada a los ODS, factible de ser replicado por otros países considerando la versatilidad del insumo requerido como base de alineación, cual es la clasificación funcional del gasto.
