DEEPENING DECENTRALIZATION PROGRAMME
Description
THE PROGRAM IS IMPLEMENTED BY CONSTRUCTING THE COMMUNITY COUNCIL OFFICES IN THE COMMUNITY COUNCILS FOR THE COUNCILLORS. BY TRANSFERRING FUNCTIONS, RESPONSIBILITIES AND RESOURCES FOR SERVICE DELIVERY TO LOCAL AUTHORITIES, AND EMPOWERING CITIZENS TO ACTIVELY PARTICIPATE IN ALL SERVICE DELIVERY PROCESSES THROUGH THE FOLLOWING STRATEGIES;\\\\\\\\\\\\\\\\r\\\\\\\\\\\\\\\\nPARTICIPATION, SUBSIDIARITY, SEPARATION OF POWER, LOCAL AUTONOMY, NON-SUBORDINATION, RECOGNISING DIVERSITY WITHIN UNIFORMITY, GOVERNMENT AS A SINGLE SYSTEM, INCLUSIVE GOVERNANCE, AND ACCOUNTABILITY.
THE GOVERNMENT OF LESOTHO THROUGH THE MINISTRY OF LOCAL GOVERNMENT AND CHIEFTAINSHIP, MINISTRY OF FINANCE AND THE MINISTRY OF PUBLIC SERVICE HAS IN PARTNERSHIP WITH THE EUROPEAN UNION, UNITED NATIONS CAPITAL DEVELOPMENT FUND AND THE UNITED NATIONS DEVELOPMENT PROGRAMME.
