    Promover una nueva organización social del cuidado basada en la corresponsabilidad entre Estado, familias, comunidades, sector privado, organizaciones no gubernamentales y la academia, a través del diseño e implementación de políticas públicas que contribuyan al ejercicio del derecho de cuidados de las personas mayores en situación de dependencia; así como la formación, certificación y registro para la profesionalización de las personas cuidadoras.

    Implementation of the Project/Activity

    A partir del diagnóstico inicial de la oferta y demanda de servicios de cuidados en el país, se diseñará el Proyecto Piloto "Modelo de Gestión Local de Cuidados en el corregimiento de Juan Díaz; se aprobará por el Consejo de Gabinete el Proyecto de Ley "Que crea el Sistema Nacional de Cuidados de Panamá" y se documentará el proceso de construcción del sistema. Se implementará el Programa de Formación para Personas Cuidadoras, asegurando su formalización y profesionalización, como paso inicial hacia la conformación de un componente de formación del futuro Sistema Nacional de Cuidados e implementará el Plan Local de Cuidados en el corregimiento de Juan Díaz, que incluye el diseño, costeo, manual operativo para la implementación del Modelo Local de Atención para los Cuidados de Personas Mayores en situación de dependencia, en modalidad domiciliaria y en un Centro de Cuidados Diurno.

    Coordination mechanisms

    Durante el periodo 2020-2021, el MIDES como ente coordinador del Sistema Nacional de Cuidados ha desarrollado diversas acciones que se constituyen en bases para la construcción del Sistema: Creación y funcionamiento de una Sub-Mesa Nacional de Cuidados en el marco del Gabinete Social, la cual aprueba el documento de ¨Lineamientos Generales de la Política Pública de Cuidados en Panamá"; realización de sesiones de diálogo por los Cuidados de las personas, en alianza con el sector privado, sector académico (universidades públicas y privadas) y organizaciones de la sociedad civil; así como la elaboración de un Diagnóstico inicial sobre la oferta y demanda de servicios de cuidado en el país, y de proyección de impactos económicos y sociales de la inversión en cuidados. A partir de 2022 se asume como una acción del Pacto del Bicentenario.
