Description
The Communities of Care program contributes to the design and implementation of a National Care Policy and the participatory construction of the National Care System in the Dominican Republic. By promoting comprehensive solutions to care needs, it improves the quality of life for Dominican families by addressing the demands of those in need of care and caregivers, while also promoting women's labor force participation, thus contributing to economic growth and the reduction of poverty and inequality. By consolidating the National Care System, progress is accelerated towards a society with equality of rights and opportunities between men and women.
Under the leadership and coordination of the Resident Coordinator (RC), UNDP directs the implementation of the Joint Programme. This program includes a Technical Committee composed of one representative from each of the agencies: UNDP, ILO, UN Women, and UNFPA, which are responsible for coordinating the initiatives to be developed and reporting to the involved entities. Through the figure of a program coordinator, the implementation of the initiatives is monitored, and constant communication is maintained with the government team to ensure proper monitoring and the establishment of new alliances or supports. Technical follow-up meetings are periodically held with the government team, where the technical committee reports on the progress of the initiatives and any issues that may have arisen. Similarly, participation in the intersectoral care table takes place, which includes representatives from the government, civil society organizations, including those representing persons with disabilities, women's organizations, child rights organizations, unions, other workers' organizations, and the academic world.
Their role is to advise and make recommendations on policy development, coordinate contributions from civil society, the private sector, workers' organizations, the academic world, and development partners to policy implementation, and provide a forum for contributions from service beneficiaries (including youth, children, persons with disabilities, and the elderly).
Lastly, annual meetings are held to ensure accountability to the donors of the SDG Fund, sharing the project implementation balance, as well as achievements and challenges. This provides an opportunity to discuss and reflect on identifying collaboration opportunities and support for the National Care Policy, consolidating and strengthening the commitment of all parties to the National Care Policy to contribute to its success and sustainability.
Analysis of the state of development of the Care Communities Pilot Program, assessing the main challenges and progress achieved, and formulating a set of recommendations to strengthen the governance and management mechanism and key strategies for the continuity and sustainability of the model.
Preparation of inputs and technical support for the preparation of the Intersectoral Care Table Agreement, which consolidates the Intersectoral Care Table, comprised of 10 institutions (MEPYD, MIM, MT, Supérate Program, SIUBEN, INAIPI, CONANI, CONAPE, CONADIS, and INFOTEP).
Preparation of a Methodological Guidance Document for the design and implementation of Local Care Plans and governance and management schemes, including the development of inputs for the identification of needs, capacities, and care services.
Preparation of the curricular proposal “Personal assistance to people with disabilities with support needs”. This proposal seeks to move towards the coverage of assistance services for people with disabilities with support needs, to carry out daily living activities from the Human Rights’ social paradigm, the current regulations and in accordance with the instructions of the individual using the service, in order to guarantee having independent living and personal autonomy.
Specialized technical assistance to review and improve the technical-professional offer of training programs in early childhood care.

Coordination and hiring of a nationally recognized advertising firm, to design the communication strategy for the National Care Policy, in coordination with national counterparts. This visibility product is consistent with the vision of ensuring the comprehensiveness and articulation of policies for sustainable human development in the country and to promote a culture that values care and vindicates the work done historically by women.
Technical support to the social system for beneficiaries (SIUBEN) in the collection of socioeconomic information from eligible households for the pilot of the National Care Policy. A survey identified the demand for care and future candidates for social benefits in vulnerable communities, as part of the Joint Program. The goal was to reach 9,000 households and it stood out by completing 103%, equivalent to 9,246 completed home interviews.
Preparation of a methodological guide with strategies and key steps to achieve the establishment of the Non-Governmental Partnership Space and the implementation of the social mobilization process in favor of care that supports the development of the care policy.
Under the leadership and coordination of the Resident Coordinator (RC), UNDP leads the implementation of the Joint Programme. All involved agencies (UNDP, UN WOMEN, UNFPA, and the ILO) will provide high-quality technical assistance and implement actions for the development of the National Care Policy. The Joint Programme was formulated within the work plan of the UNDAF 2018-2022, integrated into the upcoming United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2028, and on the agenda of the Program Management Team (PMT). The Ministry of Economy, Planning and Development (MEPyD) leads and co-coordinates the development of the National Care Policy, which includes nine other public institutions (the Supérate Program, the Unique Beneficiary System (SIUBEN), the National Institute of Comprehensive Care for Early Childhood (INAIPI), the National Council for the Elderly (CONAPE), the National Disability Council (CONADIS), CONANI, the National Institute of Technical and Vocational Training (INFOTEP), the Ministry of Labor, and the Ministry of Women).
Reports on the Joint SDG Fund will be results-oriented and evidence-based. Each UN Agency will provide the Convening/Lead Agency with the following narrative reports prepared in accordance with instructions and templates developed by the Joint SDG Fund Secretariat: - Annual progress narrative reports, to be submitted no later than one (1) month (January 31) after the end of the calendar year, and should include the results matrix, updated risk register, and planned expenditures and results for the next 12-month funding period; - Mid-term progress review report, to be submitted halfway through the implementation of the Joint Programme; and - Final consolidated descriptive report, after the completion of the Joint Programme, to be submitted no later than two (2) months after the operational closure of the Joint Programme activities.
