    The general objective of the project is to assist the small island developing states of the Caribbean in meeting their commitments under the Mauritius Strategy for further implementation of the SIDS Programme of Action (MSI) in the Caribbean. The specific objective is to equip the Caribbean SIDS with a centralised, effective and dedicated mechanism for the co-ordination of sustainable human development initiatives in the Caribbean sub-region with a view to streamlining resource use, reducing duplication and promoting coordination, planning and information-sharing nationally and regionally.
    Implementation of the Project/Activity

    In pursuit of these objectives, the project will consist of the following three components: (i) establishment of the Project Implementation Unit/RCM Secretariat; (ii) institutional strengthening and capacity-building of the Caribbean SIDS; and (iii) meetings of the Technical Advisory Committee (TAC).-

    Capacity

    The institutional sustainability of the RCM will be determined on the basis of the results of an independent evaluation of the project's effectiveness and impact to be carried out in January 2009. The financial sustainability of the project, on the other hand, will be achieved through contributions of the Governments serviced by the RCM to its operating costs on the basis of a formula to be agreed to by the participating Governments. In the latter context, the project will finance the services of an international consultant to prepare a resource mobilisation strategy, including a formula for the payment of Government contributions, for the consideration of the Inter-Governmental Council.

    The output of this component will be: (i) a fully-functional RCM Secretariat with the requisite human and financial resources to fulfil its function; (ii) a resource mobilisation strategy with recommendations for the financial sustainability of the RCM beyond the life of the project; (iii) a communication strategy for advocacy and public awareness, including a set of promotional and information products; (iv) an agreed set of indicators, datasets and reporting format, as well as guiding principles for reporting progress of implementation of the BPoA and MSI.
    The output of this component will be: (i) strategic action plans for mainstreaming sustainable development into national development policies, plans and programmes; (ii) national baseline assessments of the status of implementation of the MSI; (iii) 46 professionals from the respective national focal point institutions trained in the use of reporting methods, monitoring and evaluation tools, as well as risk reduction and vulnerability methodologies.
    The output of this component will be three meetings of the TAC held to analyze progress in the implementation of the BPoA/MSI
