INTERVENTION ON MEANS OF IMPLEMENTATIONS (MOI)
Co-facilitators,
We align our intervention with the statement delivered by the delegation of South Africa on behalf of the G77 and China and we wish to make a few additional comments in our national capacity.
Co facilitators, I also want to join other delegations in conveying our sincere and heartfelt condolences to the family, Government and People of our sister Republic of Djibouti on the passing on of their Ambassador. Our thoughts and prayers are with them at this difficult time.
Our point of intervention relates to paragraph 17.2 which calls upon our developed country partners to fully honour their ODA commitments.
This is a welcome statement which repositions Official Development Assistance as a credible source of financing for development. This can only happen if donor countries uphold and honor the commitments they made.
We would further emphasise the need for inclusion of clear time frames in the delivery of these ODA commitments. A clear timeframe provides credibility, predictability and enables planning on the part of the recipient nations.
Furthermore, and in order to ensure effective utilization of ODA resources, we would like to call for the disbursement of these resources through Official channels namely the National Budgets. This will ensure that resources are deployed to national priorities, thereby complementing domestically generated resources, for the implementation of the SDG Agenda.
Often times, donor resources are channeled through parallel structures, which gives rise to the challenges of duplication in funding of activities, lack of accountability and the high possibilities of deployment of resources to non-critical areas.
Accordingly, we request that these two issues be considered under goal 17 as a way of improving and strengthening it with the objective of safeguarding and promoting effective utilization of resources.
Our last point of intervention is also to emphasize that the Addis Ababa document should not substitute the MOI in the current Post 2015 Draft Document.
Furthermore, we need to recognize that these are two processes that were undertaken separately, although they are complementary to each other.
