STATEMENT BY TURKEY
AT THE DECLARATION SESSION OF INTERGOVERNMENTAL NEGOTIATIONS ON THE POST 2015 DEVELOPMENT AGENDA

Honorable Co facilitators,
Turkey welcomes the “Elements Paper” for starting the deliberations on the Declaration section of the post-2015 development agenda. We propose the following issues to be captured as essential elements of the post-2015 Declaration that Member States will adopt in September 2015.
• The Declaration should reflect our common understanding on the vision, objectives and expected results of the post-2015 development agenda to be truly transformative and aspirational.
• The Declaration should underline strong political ownership and commitment of leaders and contain a strong message on how to overcome today’s challenges collectively by 2030. There should be a call to all stakeholders to take necessary action towards achieving sustainable development goals.
• The Declaration should be built on the MDG Declaration and Rio+20 Outcome Document and consider the introductory part of the OWG-SDGs.
• We believe that it should underline the global commitment to poverty eradication and underscore human-centered development approach for combating root causes of poverty.
• We believe that “Six Elements” that have been proposed in Secretary General’s Synthesis Report can be a good basis for framing the goals and targets concisely, thus making the Declaration easy to communicate to the public.
• The Declaration should reiterate core values and principles including human rights, gender equality and human dignity. Equality, equity, inclusiveness, transparency, accountability and rule of law are essential principles of peaceful societies and good governance which are strongly associated with the realization of sustainable development.
• We also want to underline the link between peace and development and the importance of full respect for international law.
• The Declaration should reflect the ambition towards mobilization of adequate means of implementation by strengthening partnerships among all development stakeholders.
• It should recognize the need to pay due attention to the challanges faced by the countries in special situations, namely LDCs, LLDCs and SIDS.
• The Declaration should also contain a message to people that the implementation of the goals will be effectively monitored with a scientific and transparent review mechanism at all levels.
