Statement on The Way Forward

Mr. Chairman,
Excellencies,
Distinguished Delegates,
Ladies and Gentlemen,
On behalf of the Thai delegation, I wish to congratulate
you, Mr. Chairman, and other members of the Bureau on
your election. I am confident that with your able
leadership, you will guide our deliberation towards a
successful conclusion at the end of this session .
Mr. Chairman,
It has long been proven that energy and industry are one
of overriding and effective mechanisms for economic
growth and development. However, we have to admit
that both energy and industrial development are the
major causes of climate change and air pollution. To
suppress climate change impacts and simultaneously
enhance sustainable energy and industry development,
renewable energy, energy efficiency and cleaner energy

technologies and services have been introduced with
very high upfront cost, which is a core barrier for
developing countries . We do realize that there are
technologies available to combat climate change and
improve air quality, provided that the will, capacity and
resources are present . Again, those are the major
constraints for developing countries . Despite those
constraints, the success of the Montreal Protocol in
phasing out CFCs and other ozone depleting substances,
especially in Thailand, is undeniable .
In the area of climate change, Thailand would like to
underscore the importance of impacts of climate change
on sustainable development, particularly in developing
countries. Strengthening capacity of developing countries
in combating climate change is pivotal .
Mr. Chairman,
Many challenges are before us. Thailand views that the
effective integrated national policy as well as public
awareness and education in fighting those challenges is
essentially required .
To accomplish such policies,

governments, civil society and private sectors must also
work in a collaborative way. We believe that good
governance is key to fruitful partnership activities, which
lead to sustainable development . The key actions are to
facilitate devolution of power and empowerment of
stakeholders, create and optimize partnership both within
and across borders.
Action for financing sustainable development should be
taken with due consideration of differences between
those that have not been able to attract much private
capital such as LDCs, land-locked countries and small
island developing states, for which ODA remains the
primary source of external funding and those countries
that have been in the position to seize new opportunities
for globalization. The action should be strengthened by
making the best use of ODA and domestic resources,
increasing the contribution of private capital to
sustainable development and enabling the full
implementation of existing and additional international
funding mechanisms.
