Thank you Mr. Chairman and thank the panelists for the informative
Mr. Chairman, Please allow me to begin with the policy and I will
touch upon the barriers and constraints in implementing those
policies at the end.
The transportation sector in Thailand holds a share of 36 % of
national energy consumption. In order to cope with the oil-pricing
crisis, the Royal Thai Government has established the energy and
transportation strategy since 2002. We have taken the necessary
steps to increase efficient uses of energy in transportation sector.
Several measures to switch the mode of transportation, for both
passengers and freight, from cars and light trucks to the rail system
will be introduced while the tax measures to induce energy
conservation have been applied.
The major measures include the mass transit system in Bangkok
Metropolitan Area, and dual tracks rail system to the major cities
around the country. The existing intermodal transportation,
including water transportation has been improved to provide the
better services to the society. The campaign for car pool and using
zero emission mode of transportation, such as bicycling and walking
has been undertaken. These efforts are expected to significantly
reduce energy consumption as well as greenhouse gas emission.

The National Logistics Master Plan and the implementation of other
measures such as the enforcement of the Minimum Energy
Performance Standards (MEPS) for cars would also contribute to
the accomplishment of our strategy.
However, we have been burdened by the enormous amount of
investment in the mass transit system. In addition, barrier is also
occurred due to the custom of the people in the urban area who still
use private cars. Using the zero emission mode of transportation is
also very limited in the major cities due to the inappropriate
infrastructure as well as the weather condition. Therefore, the
innovative financing, such as partnership in investment of the mass
transit system, is crucial to increase energy efficiency in
transportation sector. Moreover, the public education, campaign
and the proper incentives are essentially needed to change the
behavior of the people.

With these efforts, we wish that we would be able to achieve
the economic development while maintaining the good quality of
life and the environment.
