STATEMENT BY SONGELAEL SHILLA, MINISTER PLENIPOTENTIARY, PERMANENT MISSION OF THE UNITED REPUBLIC OF TANZANIA AT THE SECOND INTERGOVERNMENTAL NEGOTIATION FOR THE POST 2015 DEVELOPMENT AGENDA

Co- Facilitators,
My delegation aligns itself with statements made by South Africa, Mozambique and Benin speaking on behalf of the Group of 77 and China, the African group and LDCs respectively.
Co-Facilitators,
The Post 2015 Political Declaration should not negate all the outcomes of previous UN major summits and conferences. The grounds have been laid by these summits and conferences. This is justified by the fact that even the 17 SDGs were mainly driven from the Rio+20 Outcome Document, the Future We Want. What is very clear today is LACK SOLEMN OF IMPLEMENTAION. The elements of the Political Declaration should focus on issues that will facilitate full implementaion of the Post 2015 Development Agenda.
My delegation is of the view that, we are not here to re-invent the wheel. Our leaders through the declaration are to reaffirm and renew their commitments to the eradication of poverty, the road to dignity, protecting our planet, leaving no one bihind and UN principles as entrenched in the Charter. These can only be achieved through cultivating a genuine political will, forging true global partnership and readnes to implement commitments withing the agreed timeframe. The declaration should exactly call for that.
First, the declaration must reaffirm to finish the unfinished business of the MDGs and subsequently, undescore the full implementation of all outcomes of other previous major UN summits and conferences.
Second, the declaration should reiterate the centrality of means of implementation on the realisation of the goals and objectives of the Post 2015 Development Agenda. Emphasis must be on finance, technology, and capacity building.
Third,the declaration should state clearly that all countries must faithfully and timely implement all previous commitments made and new ones that will be made within the framework of the Post 2015 Development Agenda. In this regard, the fulfilment of MDG 8 and the targets of ODA to both developing countries and LDCs is one reference in point.
Fourth, the declaration must acknowledge that while its important to recognise the role of south-south cooperation in global partnership, its crucial to explicitly underscore that this does not in anyway signifies that it can substitute or replace the north-south cooperation.
Fifth, The declaration should realise and emphasise the need for countries to have enough policy space to decides on their own priorites, and that efforts must be directed to the sectors such as infrastructure, industrialisation, energy, agriculture and technology that will accellerate economic growth thus catalysing the achievement of the Post 2015 Development Agenda.
Sixth, the declaration should call upon development partners to complement developing country’s efforts in taking decisive actions on the recovery of illicit assets, money and capital flows from developing countries, particularly proceeds from the financial malpractices of multinational corporations operating in these countries.
Seventh, equally important, it should underscore the necessity for concrete action plan from the development partners in fulfilling the unfinished aid effectiveness agenda, including but not limited to the use of country systems, harmonization, aid predictability, alignment, mutual accountability and transparency and elimination of conditionalities.
Eighth, The declaration should address the global challenge of climate change by prioritizing adaptation in all our actions, drawing upon skills of diverse disciplines. Additionally, adequate support is critical, on affordable technology development and transfer; financial and technical resources; and capacity building; to ensure implementation of actions for the survival of the most vulnerable populations, for sustainable development and shared prosperity.
Nineth, the declaration should underscore the positive corrolation that exists between the Post-2015 Development Agenda and the Third International Conference on Financing for Development. We are of the view that, these two processes are inseparable due to the fact that without reliable and predictable means of implementation, it will be impossible to achieve the goals, targets and objectives of the Post 2015 Development Agenda. These are two sides of the same coin. They cannot be implemented separately as one facilitates the attainment of the other.
Tenth, the declaration should explicitly indicate that it’s globally unacceptable with the current global advancement in technologies, sciences and innovations; availability of abundant resources; human capacity; and unpresedented levels of development for the people to continue living under extreme poverty; dying of hunger, diseases; malnutrition; and extremely in degraded and polluted environment.
Finally, my delegation is of the view that Co-Facilitators should encourage delegations to engage into interactive discussions in the future sessions, which we believe, will provide a wider room for more participants to contribute. It will also stimulate live and more intersting discussions.
