Intergovernmental Negotiations on the Post-2015 Development Agenda
Fourth Session – Means of Implementation and Global Partnership for Sustainable Development
New York, 23 April 2015
Global Partnership and possible key deliverables and transformative ideas
Statement by Switzerland
Distinguished Co-Facilitators,
We would like to thank you for convening this discussion on possible key deliverables and transformative ideas.
As we mentioned earlier this week, we share the view of other countries that the Financing for Development process should define the implementation framework to achieve sustainable development, including the SDGs. We reiterate our support for the four Co-Facilitators in their endeavor to ensure coherence and avoid duplication of efforts.
In order to link the two frameworks even stronger, we welcome your approach to identify areas of transversal importance for sustainable

development and bring forward key deliverables and transformative ideas that could be launched in Addis Ababa.
As we have already referred to the new Global Partnership earlier this week, I would herewith like to concentrate on the four transversal issues you propose. But given the time constraints, I will not comment them in details. On the coherence between the outcome documents we would like to come back in the respective session tomorrow, as scheduled in the programme.
The four thematic areas you propose are a good starting point for our discussions indeed. We also thank you for the preparation of the respective briefing notes which will help us to have a substantive discussion and take informed decisions.
There is no doubt that the four issues you chose are key to achieve sustainable development. However, we kindly ask the Co-Facilitators to provide us with some additional information on how these cross-cutting areas were chosen among the many important topics with transversal nature, and how they exactly relate to the Addis Ababa outcome document.
In our view, the discussion on key deliverables and transformative ideas should be guided by the following three principles – quite in line with what Ambassador Pedersen initially stated:
First, the key deliverables must focus on areas of transversal importance for sustainable development and the SDGs. This implies also that they
3
must deliver results on all three dimensions of sustainable development.
Second, we should focus on issues for which evidence indicates that they constitute a particular challenge in the coming 15 years. The deliverables should therefore have the potential to be real game-changers with an above-average impact.
Third, we agree that the cross-cutting issues have to be key deliverables. We should therefore keep the number of issues limited – ideally three or four – and refrain from establishing an endless list of topics or even replicating all 17 SDGs. The cross-cutting nature of these deliverables has to ensure that they support the achievement of all SDGs.
Distinguished Co-Facilitators,
We feel that Addis should be remembered for these key deliverables. Let us not forget that there are only 81 days left until the Addis Ababa Conference. We therefore highly appreciate the four co-facilitators’ stewardship to build consensus around these issues in due time – in order to ensure that Addis Ababa and the Post-2015 Summit deliver concrete results and thus become a real success.
Thank you!
