Sudan
Intervention made by Mr. Khalid M. Osman Sid Ahmed Mohammed Ali, Counsellor, Permanent Mission of the Republic of the Sudan to the United Nations on 20 February, 2015 in the Second Meeting of the Intergovernmental Negotiation on the Post-2015 development Agenda
Mr. Co-facilitator,
Thank you for giving me the floor, and I would like to thank both of you for sharing the discussion paper. I align myself with the statement delivered by South Africa this morning on behalf of the Group of 77 and China, Mozambique on behalf of the African Group and Benin on behalf of the Least Developed Countries (LDCs). I would like to make these comments in my national capacity:-
1- Like all previous speakers, we would like to see concise, visionary, comprehensive and aspirational declaration. We do not see that it will be a problem if we end up with 4 or 5 pages long declaration instead of 3.
2- We would like to see balanced declaration that could be communicable to all people in different parts of the world. Balanced in terms of content and in terms of the way we put things together.
3- Front paragraphs should stress the importance of:
• Eradication of poverty and hunger, is the greater global challenge. We also support inclusion of linkage between hunger and food security and nutrition somewhere in the text.
• The three dimensions of sustainable development need to be addressed in a balance d and integrated way.
• Principles of common but differential responsibilities (CBDR).
• Policy space at national level, national ownership and leadership.
Paragraph 2:
We welcome the mention of MDGs in para2, we support previous speakers that we need to acknowledge lessons learned and to commit to address the gap and complete the unfinished business in transition from MDGs to SDGs.
Paragraph 3:
In the first part of this paragraph we propose to change conflicts and put peace and security as challenge as well as desertification and land degradation. Before global opportunities we propose to add: create favorable international environment for sustainable economic growth that in my delegations view will lead to global opportunities. At the end of the paragraph we want to add financial resources, capacity building.
Paragraph 4:
On paragraph 4 we believe that the common fundamental values of UN are contained in the purpose and principles of the UN Charter especially the respect of country’s sovereignty and territorial integrity. So we propose just t o make reference to the UN Charter instead of opening a list.
Paragraph 5:
To add at the end when we refer to promoting rule of law, we add at national and international level,
Paragraph 8:
We welcome the reference to challenges that facing LDCs, LLDCs, SIDs, and Africa. We would like to reaffirm the importance of addressing these challenges.
Paragraph 12:
They are linkages between Ffd process and post-2015 development agenda process, yet they are two independent processes.
Paragraph 13:
Follow-up was already assigned by member states to the High-Level Political Forum (HLPF), we should work to strengthening the work of (HLPF) through its method work in the coming session of ECOSOC
The so-called “mutual accountability” should be deleted from the text. There is no agreement between member states on this item. It was never discussed in any intergovernmental forum.
Mr. Co-facilitator, universality mean –in away- that no one should be left behind. In this regard, I would like to draw your attention to some very important issues that are crucial in achieving sustainable development and implementing the agenda. We propose to add them to the declaration:
1. External debt relief
2. International Multilateral Trade System Reform
3. Ending of Unilateral Coercive Measures and Unilateral Economic Sanctions
4. Accession of developing countries especially LDCs to WTO
5. Market access for the products of the developing countries
Finally:
We support, like many speakers before us, that the UN should have greater role in supporting member states in implementing the agenda through enhancing the coherent work and coordination among UN organization and specialized agencies, and through close collaboration with national authorities. We also support the reference made earlier by some colleagues on the issue of building resilience and cultural diversity.
