Focus Area 4: Economic Growth, industrialization, infrastructure, and Energy
Statement by Mr Waruna Sri Dhanapala, Minister Counsellor, Permanent Mission of Sri Lanka to the United Nations, New York

Mr Co-Chair,
Sri Lanka associates itself with the statement delivered by the Permanent Representative of Bolivia on behalf of G77 & China and the Permanent Representative of Ethiopia, Co-Chair of the Group of Friends of Inclusive and Sustainable Industrial Development.
We believe that all four focus areas of this cluster deserves to serve as stand-alone goals.
On industries, we reiterate that industrialization is the key driver of development achieved by many of today's developed countries and those who are emerging successfully.
This focus area has a large number of interlinkages with other sectors and areas.
The following targets on industrialization seems to be practical:
1. doubling the share of the industrial sector of each country by 2030
2. Enhanced resource and energy efficiency in all industries is imperative as you have described in action area (b), so propose targets on:
(a) doubling the value addition to raw commodities in all industries by 2030
(b) increasing the renewable energy proportion by an agreed upon percentage in industries by 2030, with appropriate interim targets
(c) an incremental target on the percentage of rural industrial output w.r.t. to the national industrial
Strong Intellectual Property Rights regime remains crucial in market access of the output of industrialization.
We would suggest that a stronger emphasis be placed on sound funding options for developing countries. Predictable resource flows are essential to design/plan appropriate industrial bases to suit national circumstances.
We see that many action areas could be further consolidated under Means of Implementation such (c), (e)
