Southern Africa Region
STATEMENT DELIVERED BY THE REPUBLIC OF ZIMBABWE ON BEHALF OF THE SOUTHERN AFRICAN COUNTRIES DURING THE 11TH SESSION OF THE OWG ON SDG : NEW YORK : TH MAY 2014
I have the honor to deliver this statement on behalf of the Southern Africa Region namely; Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, Swaziland, South Africa, Zambia and my own Country Zimbabwe.
I wish to align this statement with the statements made by the Ambassadors of Bolivia and Lesotho on behalf of G77 and China and the Africa Group respectively.

The Southern Africa Group has the following comments and proposals on Focus areas 11 and 12.
With regards to Focus Area 11, we support the Goal as currently formulated, that is “Promote Sustainable consumption and Production”.
As the Southern African region, we believe that Sustainable Consumption and Production (SCP) is central to sustainable development. Industrialized societies and economies should lead the shift towards SCP patterns with other countries benefitting from their experience and know-how.
The consequent targets to this goal should derive from and be consistent with the 10-Year Framework of Program on sustainable Consumption and Production (SCP).
In terms of Targets, the Group supports all the targets (a) to (h) as proposed. However, the means of implementation must focus on adequately resourcing the 10-year SCP program as the principal Framework for International Cooperation in this area.

With regard to focus Area 12, Climate Change, our region would like to reiterate that Climate Change poses a grave threat to Sustainable Development and Poverty Eradication. In this regard, our group subscribes to the argument that the proposed goals and related targets under this focus area should be subordinated to principles and outcomes of the UNFCCC as guided by the CBDR.
With this understanding, we propose that the Goal could be crafted as follows:
“Promote world-wide action to mitigate and adapt to Climate change”.
With regards to Targets, we propose that :
On Target (a), actual temperature increase cap be an outcome of the UNFCCC process
On Target (b), we agree as is.
As of Target (c) we suggest it reads as follows;
“By 2030 climate change adaptation and mitigation strategies are integrated into development plans and poverty reduction strategies”.
Target (d) we propose that it reads as follows;
“Adequate provision of finances for investments in low carbon solutions in infrastructure, industry and other sectors.
Target (e) acceptable as is.
We propose to add new target as follows:
“Global emissions to have been reduced by % by 2030”. (actual % to be advised by the UNFCCC process).
