STATEMENT DELIVERED BY THE REPUBLIC OF ZIMBABWE ON BEHALF OF THE SOUTHERN AFRICAN COUNTRIES DURING THE 11TH SESSION OF THE OWG ON SDG : NEW YORK : TH MAY 2014
I have the honor to deliver this statement on behalf of the Southern Africa Region namely; Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, Swaziland, South Africa, Zambia and my own Country Zimbabwe.
I wish to align this statement with the statements made by the Ambassadors of Bolivia and Lesotho on behalf of G77 and China and the Africa Group respectively.

The Southern Africa Group have the following comments and proposal on Focus areas 9 and 10.
On FOCUS AREA 9, INDUSTRIALIZATION AND PROMOTION OF EQUALITY AMONG NATIONS
Co-Chair, in line with the LIMA declaration we propose that the goal be worded as follows, in line with UNIDO proposals:
“Accelerate inclusive and sustainable industrial development”.
In line with the above, the following targets are proposed.
Target 1: Increase manufacturing value added (MVA) per capita
Target 2: Increase the share of MVA in Gross Domestic Product (GDP)
Target 3: Increase the number of decent manufacturing jobs
Target 4: Reduce gender gap in employment and wages
Target 5: Reduce by X% emissions from industrial production
Target 6: Reduce by Y% harmful chemical used and waste generated
Target 7: Reduce national energy intensity per unit of manufacturing output.
In terms of FOCUS AREA 10, SUSTAINABLE CITIES AND HUMAN
SETTLEMENTS, we propose as follows:
Target (a) is too loaded, we propose it to be unpacked as follows;
- By 2030 ensure access by all to decent and affordable housing”.
- Terms like “universal “ and “adequate” might have varied interpretation and therefore should be removed.
- We propose to add a new target:
“Eradicate homelessness”. This may be a better target than “eliminate slum like conditions everywhere”.
Target (b) could be decomposed into two as follows :
i) "by 2030, provide access to safe, affordable transport for all" and
ii) “Reduce by x% road traffic accidents
Target (c) good but not measurable.
Targets(d) and(e) supported.
Target (f) is an omnibus, a measurable target out of this could be:
- “increase access to inclusive and safe public spaces by x% of urban dwellers."
Target (g) is supported
The relationship of target (h) “safeguarding the world’s cultural and national heritage” and the goal is not clear. Target should be dropped.
