STATEMENT DELIVERED BY THE REPUBLIC OF ZIMBABWE ON BEHALF OF THE SOUTHERN AFRICAN COUNTRIES DURING THE 11TH SESSION OF THE OWG ON SDG : NEW YORK : 7TH MAY 2014
I have the honor to deliver this statement on behalf of the Southern Africa Region namely; Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, Swaziland, South Africa, Zambia and my own Country Zimbabwe.
I wish to align this statement with the statements made by the Ambassadors of Bolivia and Lesotho on behalf of G77 and China and the Africa group respectively.

The Southern Africa group have the following specific comments and proposals on focus Areas 7 and 8
On FOCUS AREA 7 entitled ENERGY, we agree with the goal as worded.
In terms of TARGETS we propose the following:
On target (a), we propose that it reads: by 2025 ensure universal access to sustainable energy services. We feel that this can be achieved by 2025, which is earlier than the envisaged period.
On Target (b), while we support efforts to increase the share of renewable energy in the global mix, this should however, be guided by UNFCC outcomes.
On Target (c), Improvement of energy efficiency is supported, however, this is contingent upon supportive means of implementation being availed.
We agree with targets (d) to (e) as currently worded.
On FOCUS AREA 8, ECONOMIC GROWTH EMPLOYMENT AND INFRASTRUCTURE, we support the goal as it stands and have the following proposals on targets:
On the target (a), is not clear as it stands, we suggest that it be worded as follows:
"sustained income growth of x% for the bottom 40% income quintile of each nation."
Target (b) can be improved as follows:
"Archive full, productive and decent work for all by 2030".
Target (c) supported.
Target (d) is already included in focus area 7 thus could be omitted.
Target (e) is not measurable, sounds more like a strategy, could be improved as follows :
"Increase the contribution of SME's to GDP by x%".
Target (f) is an omnibus. Could be reworded as follows:
"Increase the productive capacities of LDC's through technological upgrading and greater value addition."
Targets (h) and (i) are supported.
