(MEANS OF IMPLEMENTATION)

First, our deepest condolences on the passing of H.E. Ambassador Robleh Olhayeh of Djibouti.
Somalia aligns itself with the statement made by the Ambassador of Benin on behalf of LDCs and the statement made by South Africa on the behalf of G77 and China.
As this is our first time taking the floor in our national capacity, I would like to express our gratitude to you co-facilitators for the commendable work you continue to do in this intergovernmental process on the Post 2015. We take into account the decision contained in the Addis Ababa Action Agenda and welcome the final draft as a good basis for reaching our ambitions of development of developing countries and the eradication of extreme poverty in the world.
Co-facilitators, Somalia's experienced challenges of implementation in regards to the Millennium Development Goals were largely due to conflict. A successful post-2015 outcome will depend on the prospects of well-designed set of resource being delivered in a time-bound and quantifiable manner.
The sustainable development goals stand to set a framework for Somalia as it begins to strengthen the current gains on peace and security, as well as development. We welcome the acknowledgment of the SDGs “that a country cannot implement targets without security.
Co-facilitators, Somalia welcomes the SDG goal 16, particularly target16.a, for recognizing that national institutions must be strengthened to combat terrorism and crime. ---We are committed in our efforts to implement, while recognizing the current challenges faced in terms of security.
In regards to target 14.c. revision, we welcome the efforts by New Zealand to find common ground on this language, and look forward to consensus.
As we discuss means of implementation today; the foundation needed to achieve the indicator framework set by the SDG is having a census to set national implementation targets.
Somalia fully welcomes within the SDG introduction, "Nobody will be left behind". To insure leaving no one, we must know who is in the room. Improvement of data collecting is a first step in addressing this goal and we wish to call to the attention of the international community that countries coming out of conflict face a special challenge of finding inventive ways to collect such critical data, as standard methods have been traditionally effective in times of stability and peace. We ask the international community to acknowledge this challenge, and to support us on this goal.
We would like to take this opportunity to reaffirm the G77 and China suggestion of the inclusion of the following paragraph:
(I Quote) “We reaffirm our strong commitment to the full implementation of the Istanbul Programme of Action, the SAMOA Pathway, Vienna Programme of Action, and the African Union’s Agenda 2063 and the Programme of the New Partnership for Africa’s Development (NEPAD). We recognize the need to support countries in situations of conflict and post-conflict to address their specific challenges and priorities. We also acknowledge the specific challenges facing middle-income countries. “
We look forward to this continued process, as Somalia has so much to gain, thank you again co-facilitators.
