Recommendations for an inclusive monitoring and review mechanisms of the post-2015 development agenda

Excellencies and colleagues,
I speak on behalf of persons with disabilities. I am coming from Cameroon to ask you that the post-2015 framework should be supported by a monitoring, accountability and review mechanism that is robust, inclusive, transparent and participatory. This means implementation must be disability-inclusive at national, regional and global levels and must strengthen and be in line with the UN Convention on the Rights of Persons with Disabilities (UNCRPD). I recommend that The High Level Political Forum ensures that interlinkages are established between the post-2015 development agenda and already existing mechanisms such as the UNCRPD.
It is critical that the national development plans, which will be designed to implement the post-2015 framework will be inclusive, therefore all physical, informational and attitudinal barriers hindering the participation of persons
with disabilities will be removed as well measures will be taken to facilitate their participation through support services (such as assistive devices, sign language interpretation, braille, accessible information and technology).
In addition, considering that persons with disabilities, particularly in Africa, where I am coming from, are living on less than US$1.25 per day, national statistical agencies should be responsible to measure the progress achieved for persons with disabilities by disaggregating the data by disability, sex, age as well as measuring that the national development plans are appropriately targeting those most in need of support.
Once again let me reiterate the message: in order to truly ensure that no one is left behind, an open, transparent and inclusive participatory mechanism must be established at all levels and the participation of the most marginalized, including persons with disabilities, should be ensured.
