Focus area 5. Gender equality and women’s empowerment
Attain gender equality and women’s empowerment everywhere
a) by 2030 end all forms of discrimination against women of all ages
b) by 2030 end violence against women and girls in all its forms,
c) by 2030 ensure equal access to education at all levels
d) by 2030 ensure equal employment opportunities for women and equal pay for equal work
e) by 2030 ensure equal access to, and control of, assets and resources, including natural resources management
f) ensure equal participation and leadership of women in decision-making in public and private institutions
g) by 2030 end child, early and forced marriage
h) by 2030 reduce the burden of unpaid care work
i) by 2030 ensure universal access to sexual and reproductive health and reproductive rights
j) promote the availability of gender disaggregated data to improve gender equality policies, including gender sensitive budgeting
Appropriate means of implementation
Comments:
- appreciation for maintaining a dedicated focus area to gender equality and women’s empowerment;
- possible targets :
o target a) end all forms of discrimination against women of all ages (indicators to assess: existence of legal framework combating discrimination, effective complaint and remedy mechanisms, employment opportunities for women; ensuring equal pay for equal work); add at the end “and harmful practices, including female genital mutilation”. Target would read: end all forms of discrimination against women of all ages, and harmful practices, including female genital mutilation;
o target b) strengthen the language by adding prevention, in accordance with the CSW57 agreement (indicators to assess: level and forms of VAWG; existence of legislation on VAWG and its enforcement and levels of enforcement and services for women who have experienced violence); target would read: preventing and eliminating violence against women and girls in all its forms;
o target e) while access is important, we would like to see reflected also the necessity to respect women’s right to own and inherit a property, land and other productive resources and assets;
o target f) reformulation of the target to read as follows: ensure equal participation and leadership of women in all spheres decision-making in public and private lives;
o target i) advocate for SRHR – universal access to sexual and reproductive health and rights;
o We support a holistic approach to disaggregated data in all focus areas and we consider this to be an important tool within a separate goal on means of implementation. We therefore request deletion.
