Eighth Session of Intergovernmental Negotiations on the Post-2015 Development Agenda (Means of Implementation)

Thank you, Mr. Co-facilitator.
1. (Structure)
• In our view, the points covered by paragraphs from 38 to 48 in the Declaration section seem to be repeated in the chapter 3 of MOI and the global partnership. We could avoid this duplication by integrating the MOI section in the Declaration part into Chapter 3, leaving some essential paragraphs in the Declaration part as suggested by Japan. We believe this will help to streamline the Declaration as well.
2. (Relationship between the Addis outcome and the Post-2015 Development Agenda)
• Korea would like to emphasize once again that the Addis Ababa Action Agenda should constitute the MOI pillar of the Post-2015 Development Agenda. The post-2015 outcome document should make a clear reference to this relationship between the Addis outcome and the new Agenda.
• In this context, we are concerned that the relevant language in paragraph 61 has weakened in comparison to the previous draft. Therefore, we propose reintroducing paragraph 53 of the previous draft including the bracketed sentence instead of the current paragraph 61. Paragraph 53 of the previous draft reads as follows:
“We welcome and endorse fully the Addis Ababa Action Agenda of the Third International Conference on Financing for Development, held in Addis Ababa from 13-16 July 2015. This is included in Annex 2. The post-2015 development agenda, including the Sustainable Development Goals, can be met within the framework of a revitalized global partnership for sustainable development, supported by the concrete policies and actions as outlined in the Addis Ababa Action Agenda.”
3. (Suggestions for a more balanced approach)
• We also have suggestions on paragraph 63. We think that the current MOI chapter lacks balance in terms of addressing a wide range of resources including domestic public resources, private finance, and ODA.
• Therefore, we propose adding paragraph 5 of the MOI chapter in the Zero Draft at the end of paragraph 63 in the current draft. Paragraph 5 of the MOI chapter in the Zero Draft reads as follows:
“Domestic public resources mobilization will continue to be crucial. We acknowledge the power and reach of financial inclusion. We note also the critical importance of private finance and we call on businesses to apply their creativity and innovation and to engage as partners in the development process. International public finance remains key and the fulfillment of all ODA commitments is essential to complement domestic resources.”
