Seventh Session of Intergovernmental Negotiations on the Post-2015 Development Agenda (Means of Implementation)

Thank you, Mr. Co-facilitator. I also would like to join other colleagues in expressing my deepest condolences on the passing of Dean of the Diplomatic Corps and Permanent Representative of Djibouti.
1. The Republic of Korea has continuously emphasized that the Post-2015 and Financing for Development (FfD) processes require a single, integrated, and holistic approach, and the outcome document of the Addis Ababa conference should constitute the means of implementation (MOI) pillar of the Post-2015 Development Agenda.
2. In this regard, we believe that the inclusion of the Addis Ababa Action Agenda as Annex 2 can help to clearly demonstrate inter-linkages and improve coherence between the two processes. As many delegations pointed out, however, we should avoid duplicating the MOI-related targets in both chapters 2 and 3.
3. Korea is also of the view that paragraphs 1 through 7 of the MOI and the Global Partnership section in the Zero Draft describe, in a balanced manner, many core elements of the means of implementation such as the primary responsibility of each State for their own economic and social development as well as the importance of mobilizing a wide range of resources and creating sound policy environments. We believe that these paragraphs can contribute to the communication of the Agenda, thereby adding value to the outcome document. Therefore, if these core elements are to be omitted in this particular section for the sake of streamlining, they should be properly reflected in the implementation part of the Declaration which we think needs to be better balanced in terms of its content. We have submitted a relevant proposal to this effect in writing.
4. Finally, Korea welcomes the adoption of the Addis Ababa Action Agenda and look forward to effective and non-duplicative implementation based on the Addis outcome under an integrated framework of the Post-2015 Development Agenda.
