Comments on the Discussion Document for Declaration
Declaration Session, Intergovernmental Negotiations on the
Post-2015 Development Agenda

Thank you Mr. Co-facilitator. I would like to share with you my
delegation's comments on the discussion document.
1. I would first like to thank the Co-facilitators for the wellbalanced
discussion document in such a limited time. This
will be a good starting point. I highly commend your hard
work with professionalism. We have several points for
comment. First, the title, "Transforming Our World - A Call
for Global Action," is fitting well for our vision and ambition.
We also welcome the reference of support for inclusion,
governance, institution, the rule of law, and the six Essential
Elements in the SG’s Synthesis Report.
2. As our process is really inclusive with all stakeholders, the
declaration should point out that our new and visionary
agenda is the result of a long and inclusive joint discussion
with all relevant stakeholders from beginning to end.
3. My third point relates to global partnership. We welcome that
the role of global partnership is mentioned in para. 12.
However, we propose including key principles of effective
global partnerships―like national ownership, focus on
results, inclusive partnerships, and transparency and
accountability―as a useful existing structure of processes.
4. Also, in para.7 on the need to prioritize the most vulnerable,
I suggest that the “right of persons with disabilities” should
be mentioned.
5. On CBDR in para.14, as you know, this has a unique
context of history in its creation. Therefore, we are not sure
whether the simple inclusion of CBDR is really a right
answer to the visionary and transformative world we are
trying to achieve in next 15 years and beyond. Having said
that, I think we have to revisit this issue to see whether this
concept is fitting rightly to the context of our discussion,
rather than just sticking to the wording of CBDR.
6. Finally, I also would like to suggest including “global
citizenship” in the last para. 15. To secure an inclusive and
peaceful society, the global citizenship, which is sensible to
tolerance, mutual respect and understanding, should be
demonstrated and educated. /END/
