Statement by Ambassador Hahn Choong-hee

The Open Working Group of Sustainable Development Goal

Thank you, Mr. Chair.
1. The Korean Government is of the view that the Means of Implementation (MOI) should constitute a stand-alone goal.
2. MOI can be divided into two categories. One is of a thematic nature such as trade, debt, science and technology. And the other is of a procedural nature like the establishment of partnerships, their operation and monitoring.
3. Korea would like to put more focus on the procedural nature of MOI. For the thematic nature of MOI, we think that many of them can be addressed at the target level of other goals.
4. MOI as procedure can set up practical targets, which means global partnerships. When we design the targets for global partnerships, we need to utilize existing architectures and mechanisms wherever possible in order to avoid duplication of efforts. We support the idea of having the UN as the global platform for reporting, reviewing, and monitoring global commitments. The regular convening opportunities provided by, among others, UN HLPF and DCF can play an important role in this regard. In doing so, coordination and cooperation between the UN and other existing platforms will certainly contribute to enhancing coherence, creating synergies, and avoiding duplication. For example, the monitoring framework of the Busan Global Partnership for Effective Development Cooperation presented its first Progress Report last month, and show evidences that the monitoring framework is operational in more than 50 countries. The Berlin High-level Symposium of the DCF that was held in March also emphasized the need to utilize and create synergy with the Busan Global partnership.
5. In this regard, for the possible target areas, Korea support,
- enhancing accountability in development cooperation
- greater involvement of public and private sector business and industry
- creating inclusive initiatives and partnerships in support of all areas
- system of regular monitoring and reporting on means of implementation, achievements of initiatives and partnerships, and development efficiency
- close coordination and cooperation of multi-stakeholder initiatives and partnerships with government and inter-governmental efforts in support of sustainable development.
6. Lastly, related to this issue, the Korean Government would appreciate member countries’ support for the Korea-UNDP joint-led global dialogue on the Post-2015 agenda. The UNDP has launched a global dialogue on six key issues with regard to the operationalization of global partnerships this year. And, the Korean Government participates in the dialogue on two issues; one is the partnerships with civil society and other actors, and the other is participatory monitoring, and existing and new forms of accountability.
