of sustaining its own development and providing a high standard of living for all of its people
for generations to come by developing a diversified economy that gradually reduces its
dependence on hydrocarbon, investing in knowledge-based economy and enhancing the role
of the private sector.
The National Development Strategy 2011-2016 set the development priorities during this
period; namely the sustainabilil)' of the economic prosperil)', the development of infrastructure,
the efficient management of natural resources, the diversification of the national economy, the
activation of the role of the private sector and the promotion of human development, especially
in the fields of education, health and environmental protection."

Qatar National Vision QNV 2030, launched in 2008, sets four pillars for achieving sustainable
development: human development, social development, economic development and
environmental development. The QNV 2030 document provides a framework for articulating
the State's development strategies in order to achieve the national vision of transforming Qatar
by 2030 into a developed country capable of achieving sustainable development and ensuring a
continued high standard of living for all of its people for generations to come. The QNV 2030
aims at achieving this transformation through the development of a diversified and stable
economy that maintains the balance between the environment and the needs of the communil)'
through the development of the population of Qatar to build a prosperous and secure sociel)'
where social justice prevails and Islamic values and strong family ties constitute its main pillars.

It should also be noted that the QNV 2030 document takes into account the goals and
objectives adopted at several. UN conferences that address the issues of sustainable
development and climate change within the priorities of the development agenda, such as the
Millennium Development Goals (MDGs) 2000-2015 and the Johannesburg Declaration on
Sustainable Development 2002. The QNV 2030 also conforms with the Sustainable
Development Agenda and the decisions of the numerous conferences of the Member States of
the UN Framework Convention on Climate Change {UNFCCC). Qatar has been able to advance
steadily towards achieving the Millennium Development Goals {MDGs) 2000-2015 and the
2030 Sustainable Development Agenda adopted by the UN in 2015.
In order to practically achieve the great aspirations of QNV 2030, a series of national mediumterm
strategies were formulated, starting with the National Development Strategy 2011-2016
and followed by the Second National Development Strategy 2017-2022, which includes
specific feasible and measurable objectives that contribute to achieving the four development
pillars referred to above. These national strategies, in turn, pave the way for short-term action
plans that are linked to the roles and tasks of the agencies implementing national development
programs and projects, and linked as well to available resources and budgets. Thus, the
involvement of the governmental and non-governmental forces of society is not limited to
preparing the QNV document and national development strategies only, but their involvement
continues in the implementation phase.
Needless to say that the State of Qatar does not view the issue of economic, human, social and
environmental progress from a purely internal perspective. Rather, Qatar is an active partner
and plays an effective role in human development concerns through sound planning, effective
implementation, follow-up and evaluation of objectives to measure success and address
challenges.
