Statement by Mr. Shatrudhwan P S Pokharel, Second Secretary, Permanent Mission of Nepal to the United Nations, at the Second Session of the Inter-governmental Negotiations on the Post-2015 Development Agenda (Declaration)

Distinguished Co-facilitators,
I would like to commend your role in steering this important process. We also thank you for your efforts in preparing and circulating the ‘elements paper for declaration discussion’ which has provided a good basis for our focused and structured discussion.
Before highlighting some points in my national capacity, I would like to fully align with the statements delivered by the distinguished Ambassadors and PRs of South Africa, Benin and, Zambia on behalf of Group of 77 and China, LDCs, and LLDCs respectively.
Just to reflect on our responsibility in the Intergovernmental process on Post 2015 Development Agenda process: What a historical and perhaps ‘once in a life time opportunity’ we are provided with and how fortunate we are to be at the helm of framing this historic agenda aiming at ‘leaving no one behind’ and ‘ending poverty- a nemesis humanity has been witnessing so far’- in all its forms from the planet. Rising to the challenge of this ‘historical opportunity’ and attaining of our ‘aspirational goal’ will not be possible without the requisite political vision and commitment. This should be well reflected in the ‘political declaration’ of this new agenda. Our new agenda should be able to inspire and generate in all the people of the world a sense of ownership on the agenda and pride in being part of the process.
Mr. Co-facilitators,
We concur with your view that the declaration should be visionary, ambitious, concise, easy and simple to communicate, actionable, and result-oriented reflecting all aspects of agenda and mentioning clearly what and how we are going to do and what we are going to achieve by 2030. We should be able to communicate to all people of the planet what their governments are going to do in the next 15 years and what would be the impact of their action on them in a tangible manner and in practical sense. The common people must understand what it meant by for them. They (people) must know and realize that nobody will have to die due to hunger and curable diseases after 2030. The declaration should commit to meet these challenges.
The new agenda should be built upon the successes of the MDGs. It should also have measures to overcome the weaknesses of MDGs. It should be based on the Rio Principles, in particular the CBDR and Principle No. 6 as well as Universality and Differentiation.
The declaration should recognize the specific needs and challenges of countries in special situation such as LDCs, LLDCs, and SIDS so that these countries that confront the most challenging circumstances get adequate support and inspiration in their sustainable development endeavors. In doing so, the Istanbul Programme of Action (IPOA), Vienna Programme of Action (VPOA), and Samoa Pathway should be fully integrated to new agenda with their speedy and full implementation.
It should also address the challenges and problems of the countries and people in the mountain regions and countries emerging from conflict.
It should also assume that requisite measures will be taken the United Nations System ‘fit for purpose’ to implement our new agenda.
Mr. Co- facilitator,
The declaration shall declare and ensure that no country would be in ‘Least Developed Category’ thereby ensuring the graduation of all 48 LDCs by 2030. This will be the genuine commitment towards leaving no one behind and realizing the ‘shared prosperity’ in its true sense.
The declaration should also ensure enhanced and predictable means of implementation for the achievement of goals and targets, a well-structured review mechanism to see the progress with measurable indicators, and renewed global partnership involving all stakeholders.
Let’s recognize and realize our common challenges and come together to frame or common global agenda with common commitments and understanding for our ‘common future’ we envisioned in ‘Rio +20’. My delegation is ready for this, Mr. Co-facilitator.
