Statement by Morocco (4 May 2006)
Merci Monsieur le Président,
Je tiens tout d abord a remercier les membres du panel pour leurs exposes pertinents.
Monsieur le Président ,
Le Maroc est un pays vulnérable aux changements climatiques ; les problèmes lies a la rareté de
l?eau, a la dégradation de la biodiversité, a l?accroissement du phénomène de la desertfication
ainsi que l?élévation du niveau de la mer dans les régions littorales, sont susceptibles d avoir un
impact considérable sur la croissance économique du pays.
Le Maroc a ratifie la Convention Cadre sur les Changements Climatiques en 1995 et le Protocole
de Kyoto en 2002, a ce titre et pour honorer ses engagements, il a préparé et présenté sa
Communication Nationale Initiale (CNI) en 2001 et il vient de lancer sa seconde Communication
en 2006.
La politique marocaine sur les changements climatiques est axée essentiellement sur le
renforcement des capacités nationales.
Par ailleurs, le Maroc a été parmi les premiers pays a se doter d?une Autorité Nationale de
Mécanisme de Développement Propre (MDP). Conscient des enjeux de ce mécanisme, notre
pays s est investi pour mettre en oeuvre des projets dans des domaines susceptibles de protéger l
environnement. Les secteurs les plus porteurs sont en l occurrence ; la gestion des décharges,
l?épuration des eaux usées, les énergies renouvelables, l industrie, le bâtiment, les transports,
l?agriculture, le boisement et le reboisement.
Notre pays a ainsi oeuvre pour la mobilisation de tous les acteurs concernes pour les associer et
les impliquer dans la définition d?une stratégie de MDP.
Enfin, le Maroc a développé un premier portefeuille diversifie de projets touchant différents
secteurs et représente des quantités importantes de crédits Carbon.
Dans ce cadre, deux projets ont été enregistres au niveau du Comite Exécutif en charge auprès
des Nations Unies. Pour la promotion de ces projets, des mémorandums d entente ont été signes
avec de nombreux pays industrialises tenus a réduire leurs émissions de GAS au titre de la
première période de Kyoto, il s agit de la France, l?Autriche, l?Italie, le Japon, l?Espagne, le
Canada et le Danemark. Un accord est en cours de discussion avec le Portugal.
