Major Group: NGOs response to China
Intervention on behalf of the MGoS in response to China’s VNR

大家好, 我的名字是文波, Hi everyone, My name is Bo, I lived in China for two years and my major is China studies. Today I have the privilege to speak on behalf of the Major Groups and other Stakeholders.
We would like to congratulate China for being among the first countries preparing a Voluntary National Review, and we enjoyed reading the executive summary of the report. We encourage all Member States to submit also the full reports in advance of the HLPF, so that all parties can review it.
We also want to compliment China on fully incorporating the SDGs in the domestic mid-and-long term development strategies and in its 13th five-year plan, and for establishing an inter-ministerial body for SDG implementation.
It is important that large countries take responsibility and ownership of the green agenda and we applaud the green and low-carbon development model, outlined in the report, that China is committing to adopt.
We also have some questions:
China has achieved most MDGs and has taken leadership in the implementation of the 2030 Agenda. One of the reasons for success, it seems, is your method of utilizing pilot projects to test policy before implementing on large scale. Can you explain more about your methods for innovation and how you plan to share knowledge on innovation in South-South cooperation?
In line with the topic of leaving no one behind, we know that it is a challenge to reach all of the farmer and Indigenous communities in central and Western rural China. Do you have plans to expand programs that facilitate people from the East-coast to go West to assist with development, and to strengthen rural-urban linkages?
Lastly, we recognize the difficulty in a country of more than 1.3 billion people to reach everyone in data collection. Can you share your best practices? We see great opportunity for governments and grassroots to work together in collecting data. Are Chinese NGOs already involved in this process?
