Province
of
Potenza
is
an
Italian
Local
Authority
of
Sub
Regional
and
Supra
Municipal
levels
whose
political-‐institutional
action
is
performed
also
by
the
interaction
with
the
Municipalities.
It
counts
100
Municipalities
among
its
territorial
and
government
extension.
The
Province
of
Potenza
has
many
territorial
competencies.
Territorial
land-‐use
planning
and
civil
protection
are
the
most
significant
as
regards
the
regional
policies.
By
2013,
the
Province
adopted
its
Structural
Master
Plan,
that
draws
the
local
governmental
proposals
for
the
development
of
the
provincial
territory
and,
in
particular,
provides
guidelines
and
support
to
the
local
actors
-‐
including
Communities
and
Municipalities
-‐
for
the
correct
and
sustainable
land-‐use.
Within
the
territorial
and
urban
planning
actions,
the
Province
of
Potenza
has
established
an
intense
cooperation
process
on
issues
related
to
the
integration
of
development
policies
-‐
including
the
protection,
use
and
management
of
the
territory
-‐
with
community
safety,
territorial
impacts
of
disasters
and
related
mitigation
actions
and
climate
change
contrasting
measures.
With
the
adoption
of
the
Master
Plan,
the
Province
started
proposing
a
comprehensive
and
supportive
approach
including
strong
cooperation
with
local
communities
and
Municipalities,
to
pursue
the
objectives
of
territorial
resilience
in
a
networking
approach.
This
cooperation
is
aimed
at
integrating
environmental
sustainability
and
strengthening
resilience
in
the
urban
and
land-‐use
government
actions.
For
this
purpose,
the
Province
initiated
a
specific
policy-‐making
action
by
providing
coordination
and
support
to
its
Municipalities
in
strengthening
strategies
for
integrating
sustainable
and
resilient
local
development
through
tangible
actions.
Now
we
are
tending
to
Local
Development
Action
Plans
that,
starting
from
the
current
and
actual
needs,
see
the
implementation
of
specific
actions
in
the
short,
medium
and
long
term.
So,
we
would
suggest
the
post-‐2015
agenda
emphasizes
the
cooperation
between
National,
subnational
and
local
authorities
focusing
on
the
integration
of
sustainable
development,
disaster
risk
reduction
and
climate
change
contrasting
policies
in
the
context
of
regional
and
urban
land-‐use
policies,
on
the
proactive
involvement
of
local
communities
and
relevant
stakeholders
and
on
networking.
By
our
experience,
we
suggest
the
future
global
development
agenda
should
strongly
consider
and
emphasize
the
following
elements:
1. empowerment
and
resources
mobilization
for
the
very
local
level,
where
the
actual
implementation
actions
take
place;
2. clear,
defined
and
responsible
stakeholders’
engagement
in
the
implementation
process;
3. empowerment
of
local
communities
by
providing
for
their
active
participation
and
engagement
in
local
decision-‐making
processes;
4. invest
more
in
individuals
since
they
are
the
“souls"
of
communities
and
the
core
of
sustainable
development;
5. clearly
declare
the
key
role
of
territorial
policies
and
government
actions
with
a
comprehensive
and
multi-‐scalar
approach
going
from
the
very
local
to
the
regional
and
national
levels
and
according
to
wide
and
well
defined
national
strategies;
state
the
importance
of
having
a
wide
area
vision
of
the
development
strategies
and
their
implementation;
6. safe,
resilient
and
sustainable
human
settlements
are
at
the
basis
of
local
sustainable
development
polices:
integrate
territorial
safety
in
development
policies,
in
perspective
of
inclusive
and
smart
growth;
invest
in
economic,
social,
cultural
and
environmental
resilience;
7. encouragement
of
strategic
cooperation
actions
involving
the
interaction
of
finance,
scientific
research,
industry,
professional
systems
and
the
private
sector;
8. focus
on
inclusivity:
people-‐centered
and
“no-‐one
excluded”
policies;
9. as
regards
the
follow-‐up
and
review
process,
strengthen
networking
between
the
different
government
levels
and
stakeholders
-‐
with
a
wide
area
coordination
approach
-‐
towards:
a. best
practices
proposition
and
sharing;
b. providing
support
and
cooperation
with
a
subsidiary
approach;
c. permanently
monitoring
the
action,
measuring
and
sharing
the
progresses,
performing
critical
analysis,
evaluating
corrective
and
integrative
actions;
d. achieving
a
good
communication
flow
among
and
within
institutions
and
all
stakeholders;
e. ensuring
transparency
and
accountability.
10. invest
in
Advocacy:
put
the
basis
for
building
a
strong
worldwide
network
of
very
skilled
and
motivated
individuals/organizations
who
could
provide
support
and
facilitate
the
implementation
processes
acting
at
the
local/national
levels
as
facilitator
for
policy
and
decision
makers.
We
hope
that
our
experience
can
serve
as
an
example
of
local
engagement
and
be
further
strengthened
and
replicated
in
other
cities
and
regions
around
the
world.
