Stakeholder Briefing on the ‘Potential elements of draft resolution on followup
and
review of the 2030 Agenda at the Global Level ’
United Nations Major Group for Children and Youth Intervention

Thank you co chairs for giving us the floor to speak.
We are delivering the position of the UN Major Group for Children and Youth on the critical
element of the 2030 Agenda.
We have been engaged in the Sustainable Development processes since the adoption of
Agenda 21, and been at every meeting of the Rio+20, OWG, and Post 2015 processes. Our
comments are based on our positions through these processes.
For the section on themesTo
answer the question on goal 17yes,
the HLPF should undertake an annual review of goal
17. As mentioned in the respective resolutions, this should be integrated with the annual FfD
Follow Up Forum. This should also be extended to the goal specific MOI targets for all the
SDGs.
Such a review should be a recurring item in the work plan of the HLPF and the FfD follow up
Forum, including the IATF report on the implementation of the AAAA and the SG progress
report on SDGs
On National ReviewsThe
current suggested number of two national reviews at the HLPF should be expanded 4 full
reviews and 3 exclusive review focusing on cohesion and interlinkages of the different goals and
the three dimensions of sustainable development.
In addition, the standard formats and guidelines referenced in the elements paper in the context
of national reviews and the SG’ report should explicitly include Governments reporting on
processes and mechanisms they have put in place to ensure MGoS participation in their
respective reviews at the national level.
On Participation
Regarding the reference to the innovative approaches should not focus on developing countries,
but all interested parties not present in NYC.
CoherenceAll
references to the need for coherence of sustainable development policies across the UN
system should also make reference to the phrase“
Sustainable Development Policies in all their
dimensionssocial,
environmental and economic”
This section could stress the need to achieve coherence with non UN international processes
with a similar thematic focus so as to avoid competition and overlap, while maintaining UN
ownership over all elements of the 2030 Agenda.
Facilitating input into the HLPF
The list of inputs should be expanded beyond the STI and FfD Forums and should be expanded to
include SFDRROutcome
of the Global Platform on Disaster Risk Reduction, the ECOSOC
Youth Forum, and other relevant sustainable development frameworks and processes like the
World Health Assembly, and the currently ongoing Habitat III process
Role of the secretariat
A secretariat that is strong, well resourced, and well versed in stakeholder engagement is a the
foundation of a robust process. In this regard we support efforts to strengthen DSD and
enhance its budgetary support and allocation
Way Forward
In principle, the assessment of modalities in order to enhance them, is a great practice. We do
want to underscore the importance of the principle of no regression in this context. Such a
practice should not be used to regress on what has already been inter governmentally agreed in
GA Res 67/290. This is the basic floor from where we need to build enhancements.
In addition, the SG’s report should instead also focus on current status of the full and
meaningful implementation of the modalities and how they can be enhanced. Needless to say
that such a process should include MGoS in all deliberations.
